Our standard is to avoid conditions of approval affecting our business operations. However, we heard the neighbor's
concerns and attempted to address them with the modified receiving hours as well as good site design and
defined delivery routes. Now that we have been operating for the last several years we have found that the restriction
results in more idling, on-site mauvering, and challenging receiving operations that are unnecessarily impacted due to
even the smallest deviations in the daily delivery schedule. Our goal is to minimize the time delivery trucks spend on our
site and this condition of approval causes us to stage trucks on-site if they miss the delimited delivery window.
Deliveries come from both fleet vehicles and third parties. While we are able to schedule delivery times we can not
control when the deliveries actually show up on site due in part to traffic. Unfortunately, even limited deviations in the
schedule result in the impacts described in our application. The additional delivery hours will provide us the flexibility to
resolve these periodic variations in the delivery times and minimize the time delivery vehicles spend on-site.
As noted in our application and studies sound attenuation through site design and defined delivery routes limit our
operational impacts on the neighborhood. Based on our discussions with the property managers of the two adjacent
residential developments we are confident that we can continue to operate harmoniously within the neighborhood
while improving our ongoing operations. As such, the request to extend the receiving time one hour in the evening and
two hours in the morning is consistent with our intent of being a good neighbor and successful business in the
community.

Question…when this property was annexed, Costco committed to restricting the business hours of operation,
specifically deliveries, so that they wouldn’t occur between the hours of 10 PM and 5 AM to address neighbors’
concerns. Testimony was presented at the hearing that this wouldn’t be an issue because Costco has the ability to stage
deliveries because the trucks come from their own depots. Why the issue now?
