RE: Ringneck Place— Narrative for Annexation and Zoning, and Preliminary Plat
Dear Ms. Hersh,
The proposed 1.54-acre Ringneck Place Subdivision shall be a 9-unit single-family and single-
family attached residential development with two common lots and public road extension. The
development is located on the south side of E. Ustick Rd. approximately half a mile west of N.
Eagle Rd. at 2315 E. Ustick Rd. and is located on 2 existing parcels. The development of the
property is to be completed in a single final plat and phase. The Ringneck place plat will include
all improvements.
The bulk of the property is currently undeveloped and vegetated in grasses. The site currently
has a single existing residential structure on the central-west side of the project that would be
removed along with its associate well. The property resides within the Nampa & Meridian
Irrigation District. The Milk lateral runs parallel to E. Ustick Rd. along the frontage and a second
irrigation ditch runs across the property on the south. The user ditch on the south enters the
property on the south-east corner and follows the southern boundary until exiting
approximately 50' north of the southern property line to the west into Verado Sub. 01 through
a drop manhole structure and pipe.
The existing project property consists of a single parcel zoned Ada County Estate Residential
(R1). To the west resides Verado Subdivision No. 01 that is zoned Meridian R15 and R8
immediately adjacent to the proposed project. The properties to the east are zoned Ada County
Estate Residential R1 and Meridian R8. The property south of the subject property is zoned Ada
County Rural-Urban Transition (RUT)
The Meridian comprehensive plan has this area designated as medium density residential,
allowing densities of three to eight dwelling units per acre. With this application we would
request an R8 zoning, falling within the comprehensive plan with no variance requests of the R8
Zoning Ordinance. Density would be 5.84 Units per acre with the current proposal.

In coordination with ACHD we have proposed a public 33' back-to-back local access road with
attached sidewalks on both sides and Emergency Vehicle Turnaround over Block 2, Lot 3 of the
preliminary plat. The intent is that once the road is extended in the future the turnaround
would be eliminated and Block 2, Lot 3 could accommodate a single-family residential home.
Drainage from the public road will be detained via infiltration bed within the ROW and east
common lot.
The proposed development consists of 2 common lots. The first common lot on the north side
of the subdivision will serve as buffer from E. Ustick Rd. and corridor for the Milk Lateral. The
second on the east side of the project shall serve on the south as a location for a pump station
for the subdivision pressure irrigation and corridor for the southern user ditch to be piped from
the southeast corner to the existing exit location into Verado Subdivision to the west. The
property does have surface water rights and will supply a private pressure irrigation system.
The project Geotechnical Report shows infiltration is possible and the on-site storm water
collection and disposal will be accomplished with curb\gutter and inlets to subsurface
infiltration beds as is prominent throughout the area. Groundwater is expected to be in excess
of 15' below ground surface.
