Please accept this submission of my public comment for H-2022-0066 Artisan Victory Market land use project. I am a resident of an older (1970s) subdivision on the North side of Victory between Eagle and Cloverdale, near this proposed apartment complex. I have concerns related to increased traffic and congestion at the Victory and Eagle intersection, as well as Eagle Road between Victory and Overland. These areas are already overburdened, and the addition of hundreds of cars only exacerbates this issue. In the mornings, high school students are driving to school at the same time that adults are leaving for work, so the stretch of Eagle Road between Victory and Overland in the morning is quite an unwelcome sight to behold, and many traffic accidents happen on a weekly basis along this stretch of road alone as commuters wait through 3-4 traffic light cycles just to try to get to where they are going. The same pattern repeats itself in the afternoons after 3:00pm and into rush hour. In addition, I have concerns about the irrigation use. In our subdivision, a few neighbors have had their wells run dry, and we have had our irrigation seasons cut short recently due to low water supply. I am one of the residents who still flood irrigates in an attempt to help recharge the aquifer. I also have been on a waitlist for two years to get a new well drilled before my well runs dry, but the well drilling companies are overburdened with emergency calls from residents with dry wells. This proposed apartment complex and the associated irrigation water use will certainly have a negative impact to the surrounding neighbors who are struggling to retain our current water supplies. Finally, I have concerns related to overcrowding of our public schools within the boundaries of the proposed apartment complex. The largest (in terms of highest number of students enrolled) high school in the West Ada School District is Mountain View High School. My daughter attends this school, and is well versed in dealing with the over-capacity enrollment that has been exacerbated by the multiple new developments on Eagle Road South of Victory Road. This new apartment complex will add hundreds of new students to the local elementary, middle, and high schools. This has a ripple effect on the quality of education for out students, as well as increased taxes when West Ada will inevitably attempt to pass more bonds to accommodate the overcrowding.
