Approximately 100 residents enjoy independent living in cottages on one side of Titanium Ave or the main building across the street, with assisted living and memory care options available . It is our understanding that Artisan Victory Market is a medium high density, multi -family development consisting of 132 units, 322 parking spaces and commercial back in that will use Titanium Ave as a thoroughfare to access main roads and businesses . We have substantial concerns regarding the Artisan Victory Market Development use of Titanium Ave as a thoroughfare for the following reasons : 1 . Safety Concerns Are Likely The independent residents who live in cottages walk across Titanium Ave to The Pointe main building for meals offered 3 times a day . Mail , fitness room and all activities are also located in the main building and require walking across Titanium Ave daily as well . While these residents are " Independent" many require assistance with canes, walkers and electric wheelchairs or scooters . These residents may also experience low vision, hearing loss or require the use of oxygen . Residents enjoy their pets by walking them daily on the grounds or take them to the dog park located near the cottages . Additional traffic, distracted drivers and disregard of speed limits or cross walks are all cause for safety concerns . 2 . Traffic Congestion/ Flow Traffic from the proposed medium - high density development will only cause more Congestion on an already stressed road system near Eagle and Victory intersections . Will Titanium Ave be used to cut through traffic at peak times ? Titanium Ave is a small narrow lane, emergency Services are often called to assist residents in need , will they be able access Titanium Ave ? In Conclusion , we respectfully request that the Planning and Zoning Department for The City of Meridian find another solution to access the Artisan Victory Market Development and deny the opening of Titanium Ave through The Pointe Senior Living Community .
