Dear Sonja Allen ,
I am writing in regards to the public hearing before the Zoning and Planning
Commission on 03/02/2023 for the Artisan Victory Market development . My concern is
not for the building of homes and townhouses on the property, but for the proposal of
using Titanium Ave as a thoroughfare to access the development.
My 96 year old mother moved into The Pointe Retirement Community less than a year
ago when it first opened . We felt like it was a safe place for her to be as it was
enclosed , with only staff and residents entering the complex via Titanium Ave . The
Pointe has independent living cottages and apartments as well as assisted living and
memory care with Titanium Ave providing access to the main building on one side and
the cottages on the other. The developers of Artisan Victory Market would create
unacceptable safety issues for the residents if Titanium Ave were used as they are
requesting . Here 's why .
Every day, multiple trips are made across Titanium Ave from the cottages to the
main building in order for cottage residents to receive their meals, enjoy social
and recreation activities, get their mail and to visit with friends . While
" independent ", these residents mostly consist of people in need of walkers ,
canes or scooters . They also have vision and hearing issues .
• Those residents in the main building also cross Titanium Ave regularly in order to
visit friends in the cottages, meet their rides in the small parking lot or take their
pets to the dog park on that side of the property .
• Emergency vehicles such as ambulances and fire trucks use Titanium Ave as the
only access road leading into The Pointe . With over half the residents in Assisted
Living or Memory Care, these services are called on often . Titanium Ave is more
of a lane than an avenue, so a fire truck parked out in front of the main building
blocks most of the road .
• The Pointe is not a gated facility but it is fenced . This has provided residents with
a sense of security . If Titanium Ave were opened as public access to 130 +
homes and apartments, it would mean hundreds of people would be driving ,
biking , or walking through the core of the retirement community daily . This
creates huge security and safety issues for staff and residents that was not there
beforehand .

Our vulnerable seniors choose to live in private retirement communities when they can
no longer care for their needs on their own in their own homes . At The Pointe they find
safety, community and tranquility . The proposal to use Titanium Ave as the means of
accessing Artisan Victory Market homes would change all of that . There certainly must
be another solution rather than running their road through the heart of this retirement
community .
Please vote to deny Artisan Victory Market the use of Titanium Ave as thoroughfare for
their development .
