POLICE DEPARTMENT SUMMARY OF REPORT:
1. Police Response Time-
The proposed Modern Craftsman Franklin Apartments development application is approximately 4.0
miles from the Meridian Police Department. The expected response time to this area in an emergency is
4:17 minutes. The average emergency response time in the City of Meridian is 3:46 minutes. Emergency
calls are defined as an emergency response with lights and sirens and driving as authorized for an
emergency vehicle. The Meridian Police Department response time goal for emergencies is within 3-
5 minutes.
Between 11/01/2020 - 10/31/2022, the Meridian Police Department responded to 2613 calls for service
within a mile of the proposed development. Crime count of 244. See attached Level of Service Report.
Between 11/01/2020 - 10/31/2022, the Meridian Police Department responded to 55 crashes within a
mile of the proposed development. See attached Level of Service Report.
2. Accessibility –
If applicable, climate controlled multi-family developments, the Meridian Police Department
requires police access into each building’s entry point using a multi-technology keypad per UDC
11-4-3-27G. This will allow police access, if there is an emergency, into the building if someone isn’t
able to come to the door to allow police entrance. Otherwise, police would have to breach the door to
gain access which isn’t ideal for anyone and delays our response.
Police can work with the applicant on placement of these keypads if needed. Police will have their own
access code (same for each building) to use in an emergency.
3. Resource needs –
The Meridian Police Department can service this development if approved. The Meridian Police
Department already serves this geographic area.
4. Other comments –
All townhomes and or multi-family units shall be clearly marked with addresses and unit numbers visible
day or night for emergency response. The applicant shall place a way-finding map at each entrance that
are visible day or night.
All qualified open space provided in the development, to include all amenities, must be in an open area in
order to allow for natural observation opportunities. Pathways and landscaping should not create hiding
spots or blind spots that would promote criminal opportunities.
The Meridian Police Department will support all Community Development Staff recommendations,
Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections, pathways and
sidewalks before the project if fully completed.

Response Time and Calls for Service(CFS)by Priority-Most frequent priority call types:
• Priority 3 calls mainly involved Injury Crashes followed by Domestic Dispute (4), Suicidal Subject (3), EMS Assist (3).
• Priority 2 calls had a high number of Traffic Stops, followed by Welfare Checks, Suspicious Vehicles, Property Checks, 911 Hang Up.
• Priority 1 calls most frequently were Construction Site Security Checks, Citizen Assist, Illegal Parking, Follow Ups.
*Crime-Most frequent crimes involved:
• All Other Offenses (Runaway, Misc Warrants, Resisting and Obstructing,Juvenile Beyond Control, etc)
• Simple Assault
• Drug/Narcotic Violations (Marijuana, Methamphetamine, Fentanyl, etc)

Priority Response Times Defined:
Priority 0-no priority type of calls.
Priority 1 -non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic laws.
Priority 2-require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws.
Priority 3-require an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code
to facilitate the quick and sae arrival of an officer to the scene.
