My name is Justin Bell, I am a homeowner near the proposed Victory/Eagle Rd development. I am writing to strongly oppose the proposed development as put forward. Allowing such a large and dense development in this area will cause significant adversity to quality of life in the area. The traffic on Eagle Rd between Victory and Overland currently is incredibly congested and at a near stand still during high traffic times. Creating a large complex of apartments at this location without prior changes to available roadways will cause massive traffic backups in the area. It should be considered that traffic in this area is very high even after recent expansion and there is no way to further expand the area without significant use of eminent domain and restructuring of the area that is unlikely to be approved. Additionally, this proposal involves approval of significan allotment of irrigation water. The irrigation water in the area is already under significant strain with growth in the area and drought conditions. Over the last years water turn ons have been later and shut offs earlier causing difficulty for current users to maintain needed watering for grass and trees. New development should not be added to the system it will only make the system untenable for all, other sources of water should be utilized or new projects should utilize appropriate desert or artificial landscaping rather than extensive water intensive grasses. Again, I urge you to vote against approval of this project. Any development at this site needs to be significantly reworked to address these issues before it should be allowed.
