Greetings,
Idaho Transportation Department ( ITD ) appreciates this opportunity to provide comments in regard to Newkirk
Neighborhood located at 4250 W Franklin Road , Meridian , Idaho . The application is for the annexation of 23 . 67 acres
with a TWR zone and Preliminary Plat consisting of 63 building lots and 8 common lots . Please see the below
comments :
1 . This project does not abut the State Highway system .
2 . Traffic generation numbers were not provided with this application . ITD needs more information on the trip
generations to determine what mitigations, if any, that the applicant may be required to construct on the State
Highway system . If the new development generates 100 or more new trips in the peak hour or 1, 000 new trips
in a day, a Traffic Impact Study (TIS ) is recommended . Mitigations identified by the Traffic Impact Study shall
be the responsibility of the applicant to install .
