APPROVAL OF MINUTES
1. 9.28.2022 Meeting Minutes Approved
Ada County SWAC Updates (Commissioner Cory)
2. The ACLF rate structure will be changing. The landfill will be including a convenience fee on
credit card usage. The tire disposal fee will also increase.
3. The landfill’s daily cover material has been changed from dirt to foam. One benefit of the
foam cover is it will help extend the life of the landfill.
4. An education center will be built at the landfill. ACLF staff will be establishing an auxiliary to
the center in the form of a non-profit group to help fund the development of the center. If a
SWAC Commissioner is interested in joining the non-profit, email Rebecca Weeks of Ada
County.
5. Commissioner Cory has taken the role of chair at the Ada County SWAC. If any
Commissioners would like a topic to be considered for discussion at the Ada Co. SWAC
meetings, reach out to Commissioner Cory.

6. There have been a lot of bikes that have been repaired and ready to donate.

8. Quarterly Tonnage Report (Staff Schultz)
a. The number of single family (SF) households are increasing monthly. As of
September, the number of SF households was 40,388.
b. For the months of July through September 2022, the trash tonnage is a little higher
than the previous year. For trash pounds per household, the amount decreased
slightly. For the months of July through September 2022, the recycling tonnage has
decreased compared to the previous year. For recycling pounds per household, the
amount also decreased slightly. The City is still around a 9% recycling diversion
rate. Grass recycling subscriptions have been increasing from the previous two
years. Glass recycling subscriptions have been increasing through the years, but
month to month has always fluctuated.
9. Squishy Water Bottle Project FY 22 Status (Staff Schultz)
a. The squishy water bottle container at the MTS had 5 hauls in FY2021 and FY2022.
Total expenses to fund this project for FY2021 was $1,243.39 and these expenses
increased in FY2022 to $1,291.91. This increase is due to the yearly standard
increase in Republic Services’ rates. In addition, there were two hauls in FY2021
that were too contaminated and were tipped as trash. Only one haul in FY2022 was
tipped as trash. The tonnage collected and brought to the MRF increased. FY2021
recycled tonnage was .51 tons and FY2022 tonnage was .61 tons.
10. Leaf Event Updates (Staff Schultz)
a. Due to construction at Discovery Park, there will not be a leaf drop-off box
there. There will only be 8 drop-off locations available this year.

11. CRF Quarterly Status Report (Commissioner Cory)
a. Start of the quarter the fund had about $74,000. The fund increased on
average $2,000 a month over the last three months. In addition, Republic
donated $750 through the City’s Public Works Expo.
b. SWAC has been reserving $1,300 out of the CRF to pay for the squishy water
bottle project; however, Public Works was able to pay for the project out of
there funds for FY2022. The current value of the CRF is a total of $82,000.
12. CRF and Grant Program (All Commissioners)
a. Commissioner Otte commented that the CRF should be used to cover the
glass recycling hauling from the MTS to the recycling hauling company,
Momentum, in Salt Lake City. Commissioner Cory asked Konrad McDannel
from Republic Services to explain the recycling fee set up. McDannel stated
that Momentum informed Republic Services that they are not able to afford
the hauling of the glass and that they would like to do a cost share with
Republic. This would amount to $2,000 split between Momentum and
Republic Services to pay for hauling expenses. Republic Services in turn
asked both Nampa and Meridian to help pay for half of their cost. Where
Meridian would pay $400 and Nampa would pay $100 per haul. There are
about 12 hauls per year. McDannel also commented that this service is one of
the most popular among the residents. Momentum would like to start this
arrangement October 2022.

i. Commissioner Otte proposed to make a motion for the
recommendation to City Council for the spending of up to $10,800 of
the CRF to pay for Meridian’s portion of glass hauling. Motion was
passed by Commissioners.
13. CRF and Outreach (All Commissioners)
a. Commissioner Cory received invitations from both the Art’s Commission and
Senior Advisory Board to talk at their meetings about outreach. Cory will
discuss the Recycle a Bicycle Program at the Senior Advisory Board Meeting.
On November 10th, Cory will speak at the Art’s Commission meeting. SWAC’s
idea to present to the Arts Commission will be a type of judged category at a
festival that Art’s Commission manages or at the City Hall’s Point Gallery
where the message will be the promotion of quality of recyclable materials or
promoting increasing the quantity of recyclables.
14. Squishy Water Bottle Project FY23 Renewal (All Commissioners)
a. Commissioners propose the continuation of the squishy water bottle
program and financing the program. Republic Services is receptive to host
the program for another year. SWAC passed motion to recommend to City
Council to use CRF of up to $2,000 to finance the continuation of the squishy
water bottle program for FY2023.
15. November and December Meetings
a. SWAC voted to cancel both regular scheduled November and December
meetings due to being close to holidays.
16. Special December Meeting
a. SWAC voted to have a special grant meeting scheduled for December 7th at
4pm in Council Chambers. This meeting will be canceled if the grant sub-
committee decides it is unnecessary.
b. The sub-committee will be comprised of Commissioners Otte, Keating, and
Richmond.
