Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – September 12, 2022 Call to Order: The Meridian Rural Fire Protection District meeting for September 12, 2022, was called to order at 4:00 p.m. by Commissioner Shannon (In commissioner Ward’s absence). Roll call was taken. Attendees: Commissioner Randy Howell, Commissioner Derrick Shannon, Chief Charlie Butterfield, Chief Justin Winkler, Attorney John Fitzgerald. Approval of Agenda: Motion was made and seconded to approve the meeting agenda as presented. Motion approved. Approval of the Minutes: Motion was made and seconded to approve the minutes from the August 22, 2022, MRFPD annual budget meeting. Motion approved. Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – September 12, 2022 •Motion was made (Commissioner Howell) and seconded Commissioner Shannon) to approve and pay checks numbered 5442, 5443, 5444, 5445, 5446, and 5447 as presented. Motion approved. •Current net cash position is currently $5,366,448.80 •LGIP $5,054,846.22 •US Bank $311,602.58 •No US Bank statement was available at the time of this monthly meeting. Commissioner Howell did reconcile the LGIP statement. •Commission Howell updated the draft 2023 budget from draft to actual. Will submit final copy to city and MRFPD Attorney John Fitzgerld. •Commissioner Howell completed and signed L2 submitted to Ada County. Old Business: •Update on station 7 and 8 from Charlie Butterfield. Concrete poured from living quarters and apparatus bay stationed. Commissioners welcome to stope by for tour on site. Some delays may be experienced based on availability of cinder blocks. Both stations will have three double deep bays. On-track to open late September 2023. Meridian Fire Department moving forward with conditional offers of employment to ramp up the start of hiring 30 staff. Conditional job offers to nine (9) people at present to participate in the next Fire Academy October 24, 2022. Two (2) laterals completed a five-week academy and are now rotating onto shifts. All new current new hires are living in Idaho but have worked other jurisdictions making the commute. Projected full 16-week Fire Academy projected for April 2023. The last eleven (11) hires by the Meridian Fire Department have Meridian Rural Fire Protection District 33 E. Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – September 12, 2022 been lateral hires. Opportunity to hire homegrown kids through new outreach programs. Currently have 200 applicants for entry level fire fighters. Hope to have ten (10) applicants ready for the Spring 2023 academy. •Justin Winkler updated on ordered and purchased new water tender. MRFPD purchased at the right time as pricing is set to increase by 6.5%. Order is in line for production. Print approvals in February 2023 and the apparatus should be delivered by September 2023. Chief Winkler described a new “Build My Pierce” program regarding to new purchases going forward to shorten build timeframes due to supply chain challenges and employee retention. Meridian Fire representatives will be on site at Pierce to review the build to ensure the build is going according to spec. •Attorney John Fitzgerald outlined the notice of future commissioner elections. Previously prepared a memorandum when the law changed to establish the staggered commissioner election dates. No elections are slated for 2022. The next scheduled election is in 2023 for sub- district #2. Attorney John Fitzgerald to provide a more detailed report next month. •No other old business discussed New Business: •Termination of agreement for auxiliary city admin services that MRFPD had been paying for. Termination notice sent by Attorney John Fitzgerald to be effective retroactively. Email received from Meridian City attorney (Bill Nary 9/6/22 12:45pm) acknowledging termination of agreement.
