I would like to request that the below comments be submitted to the P&Z committee this
evening. Thank you.
As a resident of the Paramount Subdivision and homeowner living on Bergman Avenue, I
would request that some improvements be made prior to moving forward with the Sagarra
subdivision project. I have concerns about the proposal to allow parking along Bergman
avenue. I recognize that this is limited only to the Sagarra subdivision, but it is very likely that
the parking will extend beyond that in the near future and include residents seeking to park
on street roads in the Paramount subdivision.
I am also concerned about the developers proposal to remove much of the previously
proposed “open space” settings. It appears that the builder is planning to increase the total
number of units in the Sagarra subdivision, in addition to a future proposal to add a 540-unit
apartment complex. I am not opposed to growth or the construction of additional living
units in our area. However, I do have concerns about the local school system’s ability to
support this level of growth (from both the Sagarra Subdivision and the future apartment
complex).
Has the developer and/or the P&Z committee consulted with West Ada school district,
Paramount Elementary School, Heritage Middle School, or Rocky Mountain High school to
determine how the schools will be impacted? Our area schools are already exceeding
capacity and Paramount elementary currently serves one large apartment complex. IDAPA
Rule 08.02.02.110 - Personnel Standards provides guidance for school districts and indicates
that grades K-3 should have a student/teacher ratio of 20 and grades 4-6 should have a
student/teach ratio of 26. I am of the understanding that Paramount Elementary school has
struggled to achieve those State goals in certain instances.
Please consider how our public services, including schools, will be able to support the needs
of the large number of families who will be moving into our neighborhood if both of these
projects continue to evolve and the developer continues to increase the total number of
units.
