The City of Meridian has requested feedback regarding the proposed annexation with rezone to
R-15 (Medium-high density Residential) and C-C (Community Business) for the Artisan
Victory Market Subdivision, which will consist of 138 attached single-family units on 13.07
acres at 2820, 2910, 2960, 2990 and 3020 S Eagle Road.
Ada County is supportive of the application due to the proximity of the site to existing public
services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development
to occur at urban densities within Areas of City Impact where public facilities are available. The
application is also compatible with the Future Land Use Map of the Meridian Comprehensive
Plan, as adopted by Ada County, which designates the site as Mixed-Use Community, which
allows for residential development at densities of between six to fifteen units per acre. The
proposed density for this project is 13.07-units per acre.
The layout of the development also complies with many of the goals of the Meridian
Comprehensive Plan with the proposal to dedicate over 12% of the site as open space, with a
pool, fitness room, picnic area, dog park, and pedestrian pathways are supported by Goal
2.01.01E which encourages opportunities for physical activity to be provided with new
development; and Goal 3.07.02A, which encourages usable open space to be incorporated into
residential subdivisions. The proposed mix of housing types, including a mix of one to three
bedroom attached single-family homes and townhomes, which are to be for rent, is compatible
with Goal 3.07.011 which encourages a variety of housing types within the city which will be
suitable for various income groups.
The site is to be accessed by stub streets at the site's north, south and western boundary is in
compliance by Goal 3.03.03C, which requires street connections between subdivisions at
regular intervals to enhance connectivity and improve traffic flow.
