Murray Introduction of Meridian Police CPL Randy Goodspeed Introduction of New Youth Commissioner Hoyoon Song Adoption of the Agenda Chairman Steed noted that item 6 on the agenda would be deleted since Cpl Goodspeed had just been introduced. September 12, 2022 Motion by Commissioner Hopkins to approve both sets of minutes; 2nd by Commissioner Le Claire - All ayes; Passes Old Business Items 3. Transportation Projects Update M. Carson Ms. Carson began the update noting ACHD is going to start with their Integrated Five-Year Work Plan process in November. On page 9, Eagle Road there are some signal improvements 3 Item 1. that ACHD will continue to work will the remainder of the year. On page 11, Chinden West Final Phase Meridian, to Locust Grove began construction in September and will continue through December. Construction will pick back up and finish in the summer of 2023. Highway 16 began construction began in August and is anticipated to be complete in 2024. An interagency safety review team has been assembled to discuss State Highway 55/Eagle Road regarding safety and speed. VRT local route started in October; the route will be free to ride for the month. If you download the app, you will get another month free. Miranda stood for comments. There was some discussion about the speed checks on Eagle Rd. New Business Items 4. Railways in Treasure Valley (Elaine Clegg & Lila Klopfenstein) Discussion about the History of High-capacity transit planning and proposed next steps. Lila reviewed the purpose of high-capacity transit (HCT). HCT is faster than a local bus, carries more people than a local bus, and has improved service and amenities. There are 3 types of High Capacity transit modes. 1. Bus Rapid transit. 2. Commuter rail 3. Light rail. They are working on a transit that would run East to West, from Caldwell, though Nampa, Meridian and out to the Boise Bench. This research is being conducted primarily because of the growth in the Treasure Valley. A survey called All Aboard was conducted. Based on the survey, the approved the Boise Rail to the cut off in Boise. Looking ahead a scope of work needs to be developed and study will be conducted. In the long-term funding still needs to be secured, an environmental review will be conducted, and infrastructure needs to be built. Lila stood for questions. There was some further discussion. Elaine Clegg began a presentation about restoring passenger rail in the Treasure Valley. Rail is being considered because much of rural America is underserved by long-distance intercity passenger rail options, including portions of Washington, Oregon, Idaho, Utah, Colorado, Wyoming, Montana, North Dakota and South Dakota, residence of which for years have not had good access to passenger rail service. Rail would provide single seat rides in overlapping city pair markets, and could combine many small markets to generate economic volumes. There are also a lot of economic benefits of passenger rail. There are environmental advantages, as trains are three times more efficient than a car with emissions. The IIJA includes $15 million to study discontinued long-distance lines for feasibility and cost benefit for restoration. The next steps are to support FRA study, join an Interstate Rail compact in Idaho, and coordinate and utilize funding authorized in IIJA to improve infrastructure. There was some further discussion. 5. I-84 Corridor Operations Plan (H. Mulhall) Hunter Mulhall, began his briefing on the contents of the I-84 Corridor Operations Plan and the next steps. The contents of the plan are: Identifying operational challenges, project goals and objectives; Identifying, screening, and ranking tactics; and Developing an operational vision, and roadmap for implementation. The project, co-managed by ITD and Compass, set out to identify TSMO/ITS strategies and tactics that can help to improve operations and safety on the I-84 and I-184 corridors. The plan is to reach policy makers for planning and funding. The scope of the project is Exit 25 in Middleton, to 57 in Gowen and I-84 to drop down in Boise. The Goals and 4 Item 1. Objectives: 1. Improve the safety of the I-84/I-I84 corridor. 2. Respond to reginal growth by maximizing capacity and reliability of I-84/I-I84 for travelers and freight. 3. Manage I-84/OI84 as part of an integrated transportation system, including state highways, arterials and transit. Next steps are to complete HOV analysis (December 2022) and continue to work with ITD and Regional operations workgroup to develop, program, and fund tactics. Mr. Mulhall stood for questions, there was some further discussion. 6. Lost Rapids Citizen Requests (M. Carson) Ms. Carson presented a citizen inquiry with regard to speed limit signs to be posted near Bird park in Lost Rapids, and a painted cross at the Bird Park entrance. With regard to speed limit signs, Mr. Wasson, provided the following the information. SPEED: Placing additional speed limits signs would not likely lower speeds. It was also expressed that with 2 signs 3500’ apart and a default 25mph speed in Meridian no driver can claim they didn’t know the speed if cited. That is not to say that speed is not an issue. Meridian Police, ACHD traffic, City staff will work in the next couple weeks to review past speed data and if needed collect more recent speed data along this stretch. Next steps may include the following. 1. Cut through evaluations. 2. Pedestrian crossing evaluations. 3. Speed limit feedback signage, speed cushions, or other traffic calming as warranted. They will be looking at peak hours, for how many people are in the area. Mr. Hood added some information about adding parking spaces, if possible. The crosswalk inquiry discussion was as follows. CROSSWALK: Currently there is illegal parking happening along Lost Rapids, and it is likely those users who are crossing. This illegal parking along the street needs to be addressed. Ms. Carson will also inquire the Parks about the process for determine if additional parking should be added to the park. With new apartments coming South of Costco, town homes west of Costco, and the subdivision being built out just North of the Park, foot traffic across Lost Rapids (not from illegal parkers) will be increasing in the coming years. The Transportation Commission prioritizes all transportation projects in the City annually. This process will begin this month, and I will add this crosswalk to the prioritization list for their (and subsequently Council’s) consideration. 7. Staff Communications (M. Carson) Ms. Carson presented a information on citizen concerns regarding overgrown weeds on the sidewalk and a crosswalk on near Pleasant View at Black Cat and Gondola. A resident inquired regarding City Jurisdiction and transportation planning; he was frustrated how road planning is integrated in our area. Mr. Hood responded to that inquiry that is in the packet. The speed limit changed on Meridian road from 35MPH to 45MPH. ACHD talked to Meridian Police Department about the change in the speed, but Planning was not given a chance to weigh in. Going forward MPD and Planning will coordinate on these requests for input from road agencies and will let the Transportation Commission now about any changes in speed limit. 5 Item 1. MEMO TO CITY COUNCIL AND TRANSPORTATION COMMISSION From: Miranda Carson, Coordination Planner Meeting Date: October 3, 2022 Topic: Transportation Projects Update Below is a summary/update on some of the transportation and roadway projects City Staff has been involved with recently. This is not an exhaustive list, but rather highlights some of the more important activities that have recently transpired (or are about to occur) in the transportation realm. Staff will be at the Transportation Commission meeting to discuss some of these topics in more detail. Please feel free to contact staff should you have any comments, concerns, or questions on any of these projects. New information is in bold. KEY ACHD PROJECTS: ACHD Integrated Five-Year Work Program: The 2022-2026 Integrated Five-Year Work Plan (IFYWP) was adopted by the ACHD commission on January 26 th, 2022. More information can be found here: https://www.achdidaho.org/Departments/PlansProjects/IFYWP_2226draft.aspx. 2024-2028 IFYWP prioritization process will begin with a kick-off meeting November 16, 2022. City Staff Contact: Miranda Carson, Community Development Linder, Overland to Franklin: Design is underway and estimated to be complete October 2023; construction funds for this project are not yet programmed. Widen Linder Rd to 5 lanes with a bicycle and pedestrian facility from Overland Rd to Franklin Rd. Project includes a new I -84 overpass. City Staff Contact: Miranda Carson, Community Development Eagle Road, Amity to Victory and roundabout at Amity: Landscaping options within the roundabout are being discussed. Final walk through April 6th. Minor punch list items remaining. Amity/Eagle roundabout open. Eagle to 5 lanes with curb, gutter, multi-use pathways. Includes a 2-lane roundabout with a slip lane at the northwest corner at Amity for southbound traffic turning west. City Staff Contact: Brian McClure, Community Development Ten Mile Road, Victory to Overland and Ten Mile/Victory Roundabout: Project reached substantial completion September 30, 2022. Widen Ten Mile to 5-lanes with curb, gutter, center medians, pedestrian facilities (with recessed side street crossings), and one-way bike facilities behind the back of curb. City Staff Contact: Brian McClure, Community Development 17 Item 3. Washington and 6th Street Projects: These segments were moved from the Residential Capital Maintenance projects to a separate project group. The following segments are included: W Washington Ave, NW 7th to Meridian Rd and W 6th Ave, W Washington St to W Carlton Ave. This project will include updates to achieve a Complete Street and pavement improvements. Construction in 2023. https://engage.achdidaho.org/washington -street-and-6th-street City Staff Contact: Miranda Carson, Community Development Washington Street Projects: These segments were moved from the Residential Capital Maintenance projects to a separate project group. The following segments are included: E Washington Ave, NW 7th to Meridian Rd; NW 7th St, W Washington St to middle school micro- path; and W 5th Ave, W Washington St to W Carlton Ave. This project will include updates to achieve a Complete Street and pavement improvements. https://engage.achdidaho.org/washington -street-and-6th-street/documents City Staff Contact: Miranda Carson, Community Development McMillan/Black Cat Intersection: Multi-lane roundabout with truck apron, curb, gutter, and a 10- foot-wide multi-use pathway. Crosswalk at each leg with two stage pedestrian crossings and rectangular rapid flashing beacons (RRFBs) at each pedestrian crossing. Design in FY22, ROW in FY23, and construction in FY24. https://engage.achdidaho.org/mcmillan-and-black-cat- intersection City Staff Contact: Caleb Hood, Community Development Locust Grove Road, Victory to Overland and roundabout at Victory: Notice to proceed issued in November 2022. Widen Locust Grove to 5 lanes with curb, gutter, multi-use pathway and at- grade side street crossings. Project includes a dual-lane roundabout at Victory. Projects includes replacement/widening of bridge #2116 over the Tenmile Creek on Victory Rd and connection on the north end of a sidewalk gap to the west. Rail with Trail: This project is still a priority for all agencies involved, but has gotten to the point where the effort needs to come from a broader group of stakeholders that would include higher - level decisionmakers able to enter into negotiations and identify funding sources. Nine Mile Creek, Linder to Meridian: The path is proposed to run from Linder to Meridian along the Nine Mile Creek drain just north of the railroad. The Parks department is poised to complete a land trade at the end of 2022 to obtain the final access (on 3rd Street) that will make the Rail with Trail (RWT) segment from 3rd Street to 8th Street possible. That portion will be funded with Local Highway Technical Assistance Council (LHTAC) monies (previously awarded, but pushed out a couple of times). Established schedule to take advantage of that funding is Desi gn in 2023 and Construction in 2024. The Parks and Recreation Department continues to pursue remaining easements needed west of this project segment, from Linder Road to 8th St. No recent progress on the parcels between 3rd street and Meridian Road, thou gh they will eventually be a part of this pathway segment, whether through negotiated easements or future development conditions. Five Mile Creek Pathway: The Parks Department has contracted with Brighton Corporation to cost share for the pedestrian portion of the vehicular bridge across the Five Mile Creek in the proposed Quartet Subdivision, which has recently broken ground. The City will build a run of pathway along the south side of the Five Mile Creek from the Quartet Subdivision, to the Nine Mile Creek, which will culminate in a pedestrian bridge crossing of the Nine Mile Creek and a connection to the existing McNelis Pathway. Construction plans are currently at 95%, with plans to bid summer of 2022. ACHD owns a property along the proposed pathway route and will dedicate an easement for pathway. The City will share construction plans with ACHD, who will either construct the pathway segment on the ACHD property or reimburse the city for its construction as part of the larger City project. OTHER PROJECTS Valley Regional Transit: Route 45 Boise State to CWI had a major service change beginning in October. Route 45 is now via Fairview and includes stops in Meridian. Hansen, 2nd Vice President Kent Goldthorpe, Commissioner Dave McKinney, Commissioner September 30, 2022 TO: Commissioners, Director, and Deputy Directors FROM: Kristy Inselman, Planning & Programming Supervisor SUBJECT: FY2024-2028 Integrated Five-Year Work Plan (IFYWP) Kick-Off Commission Work Session – October 12, 2022 ___________________________________________________________________________________________ Executive Summary The Integrated Five-Year Work Plan (IFYWP) sets forth the strategies, priorities, and projects the District will pursue over the next five years with focus on its vision of “leading transportation innovation - investing in communities.” The adopted capital budget makes up the first 2 years of the IFYWP. During this work session, Staff will present an overview of the IFYWP process, identify key Commission dates, as well as provide an update to the Commission-Directed project changes identified during the FY2022-2026 IFYWP adoption. Facts & Findings The Integrated Five-Year Work Plan (IFYWP) update process includes our outreach efforts, planning framework, project selection/prioritization as well as upcoming Commission work sessions and key milestones for the development of the plan. This year’s approach to the IFYWP will include frequent and robust work sessions with the Commission throughout the process so that Staff, the Commission and the public have clear direction for the development of the plan. The process will also include a longer project request period for the public and our Partner Agencies which will run from November 16, 2022 – February 15, 2023 (3 months). Staff will hold a meeting with our partner agencies in November to kick-off the process to solicit project requests. Our partner agencies include the Cities, School Districts, Boise State University, the County and Valley Regional Transit (VRT). The public outreach campaign will also include an updated Community Programs webpage, Twitter, Facebook, and Nextdoor as well as direct outreach to the neighborhood groups and advisory committees. The following key dates outline the schedule of Commission work sessions where Staff will provide updates and solicit feedback/direction from the Commission throughout the development of the FY2024-2028 IFYWP: Commission Work Sessions: - January 11th Commission Project Identification - February 8th IFYWP Annual Report - April 12th IFYWP Plan Check-In - May 10th Budget/IFYWP Revenue - June 14th Project Requests & Prioritization Review - July 19th Initial Draft - August 23rd FY24 Budget Adoption Hearing - September 6th Agency/Public Comment Review - September 27th FY2024-2028 IFYWP Adoption Hearing 27 Item 5. Policy Implications The IFYWP update process is ACHD’s primary outreach tool to communicate with the public regarding the capital projects ACHD plans to construct over the next 5 years. At the direction of the Commission, Staff continues to seek opportunities to enhance this process to improved public outreach and project selection. Fiscal Implication The FY2024-2028 IFYWP is being developed in coordination with the FY2024-2025 Budget. The Commission directs the allocation of resources to complete projects through these documents. Staff will present any impact to the Budget based on a modified approach through the development of the update. 28 Item 5. MEMO TO TRANSPORTATION COMMISSION Agenda Topic on the Transportation Commission Agenda From: Miranda Carson, Coordination Planner Meeting Date: November 7, 2022 Topic: Staff Communications Below are summaries of relevant correspondences received by City Staff since the last TC meeting. Sagewood Subdivision - Public Street Parking I spoke to a resident in the Sagewood Subdivision October 12th regarding drivers blocking the mailbox. City Code 7-2-2-B-8 prohibits parking “within ten (10) feet of a mailbox, during the hours of 8:00 a.m. and 5:00 p.m., on any day that is not a federal holiday.” The parking regulation does not exclude community mailboxes from enforcement, but this is a commonly misinterpreted. MPD Code Enforcement and Traffic, Planning, and ACHD staff discussed the issue and determined the HOA board taking steps to have something like “Do Not Block Mailboxes” posted at the neighborhood box was the best long term solution. The resident was referred to ACHD for next steps. Communities in Motion 2050 Public Comment Received COMPASS completed its public comment period on Communities in Motion 2050 on October 16. One comment specifically addresses bike lanes in the City of Meridian. None of the priority state roadway projects impact me, thus I neither agree/disagree. I would like to see more connectivity for bike lanes in Meridian that can get you to the Greenbelt without being a pro cyclist. :-) Please look at all the proposed projects with the cyclist lane filter and see if there is meaningful connectivity.
