From property owner Douglas James, 2825 S Garibaldi Ave, Meridian 83642
As a retired Profession Engineer living in Strada Bellissima, I have concerns for our area with this
development and the history of Meridian and ACHD decisions which had negative affects primarily
due traffic. I remember when the stop light at Victory & I-69 went in. I remember the proposed
access to I-69 north of Valley Shepard Church was defeated by Bear Creek for fear of cut through
traffic. Now all of our Strada Bellissima cut through Bear Creek to safely get to Overland via
Stoddard to avoid being rear ended on I-69.
Lets not screw this up again and look ahead for planning of our local area.
1. Car crash on I-69 on Feb 23 2021 tied up a large area of south Meridian for several hours and
resulted right turns only on Caldwell on to I-69. The same situation will happen on Victory crossing
directly to and from Alfani Way. This is too close to Victory and we will be unable to make left turns
to get to Victory because of the morning traffic backups. Do move the new canal crossing west to
the middle of the sharp curve of Victory. This will encourage some traffic to use Stoddard. I know
ACHD will balk but it is easily doable. ACHD engineer John Wassen is aware of this mess and
ACHD standards need to evolve to because the large area growth.
2. The proposed access directly to I-69 is too close to the Victory light, insufficient acceleration
distance and time for the highway speed. The W Bloomington Dr I-69 access is a good distance
from the Victory light.
3. Will Victory be widened to the west in the next 10 years? I think so and be straightened?
Canals are difficult to deal with. That would make a nice park or common area between the
canal and this project. In the proposed project there is not much common area or parks.
4. Meridian requirement for connectedness and common areas. Streets W Contender Dr,
W Bloomington Dr, and S Peoria Way will meet this requirement plus good safe access to
Victory and I-69 and not impact our access to Victory. This gives good emergency access
to the SW corner of Victory
5. R-15 is not compatible with the R-4 of our area. R-8 is better but a R-4 designation is
preferred because we do not need more traffic on Victory near the stop light. School impact
is worsened it higher density.
