above stated plan which will be discussed at the City Council
Meeting scheduled for 10/20/22.
My name is Anna Casacca. I reside in the Strada Bellissima
Subdivision off of Victory and S. Meridian Rd.
I have attended a couple of the zoom meetings regarding this
proposed development and it's simply wrong, and I strongly oppose
it. In August 2020 a similar development was already DECLINED by
the City of Meridian for very valid reasons, all of which still exist.
Why are we here discussing this again?
First of all, the property would have to be rezoned. Which would be
a huge mistake. Changing it from Medium Housing Density to
Medium High Density would create too many homes for said plot of

land, and would result in serious traffic, roadway and public safety
challenges. These "rental" homes would also lessen the value of
surrounding neighborhoods.
Secondly, we are told there would be only one access to and from
the development, which would be directly across from Strada
Bellissima onto Victory Road. I'd like to know if anyone from Ball
Ventures has ever actually visited my subdivision and attempted to
turn left onto Victory during peak rush hours. It's already nearly
impossible. Traffic is backed up at the Victory/S. Meridian Rd. light
(headed east), which blocks our ability to enter onto Victory. Since
August 2020, when Ball Ventures' first attempt to develop failed,
this scenario has only worsened. There has been a significant
amount of new housing developed on Victory Road which has only
made traffic worse. Can you imagine what a nightmare it would be
if the residents of Strada Bellissima, or anyone leaving our
subdivision, had to contend with not only the traffic that is already
flowing on Victory, but then you add in having to watch out for the
cars exiting directly across the canal from us? Who decides who
has the right of way? And how many red lights does the City expect
traffic to sit through? Especially when travelers are already rushing
to get to work, etc. There is not a day that goes by that I don't
hear sirens right outside my subdivision.
Additionally, the schools in our area are already at full capacity.
Why crowd them more? Meridian needs to address current over
crowding before allowing this developer to stuff 134 multi-family
rentals on this land.
It's my hope and prayer that the City of Meridian will seriously
consider my concerns and the concerns of hundreds of other
residents that will be affected by this proposed development.
