Please accept the comments below in opposition to the proposed development at the southwest corners of Meridian
and Victory roads, H-2022-0051, Klein Huis. The location of this property is 100% not conducive to adding more rental
houses and bringing more traffic to an already overloaded road system.
Opposition reasons include the following:
1) Victory Road traffic congestion will be intolerable without significant design changes to Victory Road and to the
intersection at Victory and Meridian. Agency comments already indicated that the traffic load on Victory Road
would increase to an estimated 1,259 trips per day from a prior proposed apartment complex that was
subsequently rejected. That is more than 4 times greater than the current traffic load that Victory Road can
sustain. And there is no public transportation in the area that could reasonably offset the estimated growth in
traffic.
2) The primary entrance to the proposed development is directly across from the entrance to Strada Bellissima at S
Alfani Way. The increase in traffic load will directly and immediately severely impact the ability of residents of
Strada Bellissima to exit this subdivision to turn left onto Victory Road. It is already very difficult to make that
exit due to the increased traffic that has been added from recent subdivisions that have been newly built or
expanded to the west of the Alfani entrance to Strada Bellissima. There will be increased “Cut Through” traffic
in Strada Bellissima as people try to circumvent the intersection at Victory and Meridian. That Cut-Through
traffic passes directly next to a neighborhood park that will increase dangers and risks to children.
3) The proposed plan is incompatible with the City’s Future Land Use Map (FLUM). Building multi-family rentals is
outside the approved FLUM.
4) Schools are over capacity as reported in 2020 by West Ada School District. Adding the proposed number of
rental units in this area will only add to an already overcrowding problem. This problem requires, at a minimum,
a clearly defined, funded and approved plan to add school capacity at all three levels - elementary, middle and
high school – prior to approving any further residential development.
5) There cannot be connectivity to adjoining neighborhoods, as requested in ACHD’s comments, and desired by the
City of Meridian Comprehensive Plan. Asking for a sidewalk tie-in between Klein Huis and Joycelyn Park
sidewalks cannot happen because there is private property between the two developments.
6) Quality of life and Property Values must be protected. As a resident near the entrance to Strada Bellissima and
one that faces Victory Road directly, the increase in traffic noise and sirens from what will surly be an increase in
police and fire vehicles responding to traffic accidents and traffic violations will bring down the desirability to
live in this subdivision and the property value will decline with that. The Meridian Comprehensive Plan policy
promises to make decisions, including land use designations, that do not violate property rights and that do
preserve property values by enforcing regulations that will prevent and mitigate against incompatible and
detrimental neighboring uses. If this project is approved and rental units are built it will be in direct conflict with
the Comprehensive Plan policy and principles.
7) Approving this proposed development will destroy one of the few remaining natural open spaces that has
existed for decades and is home to over 40 bird species and other wildlife.

Please carefully consider these comments in the review and decision making process for application H-2022-0051, Klein
Huis. As stated above this property is not conducive to residential dwellings of any kind or density.
