Dear Mr. Hood, Mr. Dodson, and the Meridian Planning and Zoning Commission,
Hawkins Companies is excited to submit an application for a childcare facility located on 1 acre at 6241
N Linder Rd in a General Retail & Service Commercial (C-G) zone. The site is the northern lot (Lot 1, Block
1) of a two -lot subdivision — SHP-2022-0006 — that was approved by the Meridian City Council on April
261h and is currently being routed for agency signatures.
The center would occupy a new 10,000 square -foot building and include a 5,000 square -foot play area
with separate spaces for infants and older children. The center would offer care for children between
the ages of six weeks and 5 years old, and after school care for children up to eight years old.
We propose to provide 46 parking spaces on this site, which is more than the required number. The
reason for this is twofold. First, parents will park and walk with their children when dropping them off
and picking them up. The mechanics of this process are discussed within the childcare's operational
narrative, which was submitted with this application. Second, while the daycare facility's demand for
parking will not likely reach the number of parking spaces we are providing, to accommodate future
potential adaptive reuse, we have attempted to provide a parking ratio that is roughly in line with the
rest of the surrounding shopping center.
Child drop-off would occur between the hours of 6:30 am and 9:30 am and pickup would occur between
4:00 pm and 6:30 pm. As noted in the narrative, 20% of families have at least 2 children attending the
center, and typical enrollment is 80% of the 180-children capacity. Given this, the varied and flexible
drop-off and pick-up hours, and the amount of parking we are proposing on site, parking pressure and
congestion at the site is not likely. ACHD has confirmed that a traffic study is not necessary since one
was completed with the initial development of the shopping center.
Finally, safety and security of the children is outlined in the childcare's operational narrative. The
highlights include non -scalable fencing that surrounds the play area and all but the front of the building,
gates with alarms on them, special locks that allow only limited access to the facility, stringent sign -in
and sign -out procedures, and cameras throughout the center.
