Planning: Discovery Park Public Art Project 1 NEXT MEETING - OCTOBER 18, 2022 ADJOURNMENT 2 PUBLIC ART COMMITTEE MEETING Parks and Rec Conference Room, 33 East Broadway Avenue Meridian, Idaho Tuesday, September 20, 2022 at 4:30 PM MINUTES ROLL-CALL ATTENDANCE __X___ Lizzie Taylor __X_ Jessica Peters __X___ Bobby Gaytan, Chair City staff present were Arts and Culture Coordinator, Cassandra Schiffler, and Arts and Culture Intern, Lindsey Arnold. APPROVAL OF MINUTES [ACTION ITEM] 1. Approve Public Art Committee Meeting Minutes from 8-2-22 Lizzie Taylor made the motion to approve the minutes, seconded by Jessica Peters. All ayes. DISCUSSION ITEMS [ACTION ITEMS] 2. Update: MAPS Ordinance Amendment C. Schiffler announced that the City Council passed the MAPS ordinance amendment. 3. Update: Key Detail Mural at unBound B. Gaytan said that the mural by Key Detail at unBound Library was completed during Art Week 2022. Lots of visitors came through and there was also an interview with the artist. The scissor lift that was used was donated by Tate’s Rents. Bobby said that he would like to have a thank you card for Tate’s Rents. L. Taylor suggested looking at a future mural at Tate’s Rents’ building. B. Gaytan said that he would be in charge of a Thank you card for Tate’s Rents and L. Taylor said that she will take care of the envelope. The committee also discussed thank you notes for the recent mural artists. C. Schiffler said that a media release about the mural is being worked on in collaboration with the library (for the Key Detail Mural at unBound library). 2 Item 1. 4. Update and Discuss: Miguel Almeida and Macy Ratzesberger Murals at Tully Skatepark, Potential Skatepark Competition and Mural Celebration Event C. Schiffler stated that the artist Miguel Almeida met with Prestige skateboard company to plan hosting the skatepark competition at Tully Skatepark, and November 12 is the tentative date. The committee discussed making stickers of the mural artworks to hand out at the event. Push and Pour may be a possible vendor at this event. C. Schiffler said that she would invite the Arts Commission to attend the event. C. Schiffler added that the pool mural with WARD is in the design stage and is also moving forward. 5. Discuss: Sidewalk Poetry Project The committee reviewed the memo to the Public Art Committee in regards to a sidewalk poetry project. C. Schiffler has reached out to an organization that does consulting for this sidewalk poetry. Cassandra recommends that the committee present the sidewalk poetry project idea to the Meridian Arts Commission, if the committee is interested. The committee discussed questions about how stamping is done, locations, and working with the writer’s community (doing a call to poetry folks). Lizzie suggested to get concrete stamping company who has done letter stamping before. The subcommittee discussed letter press printers as an option and talking with the Pathways project manager, Kim Warren. B. Gaytan motioned to recommend to the Meridian Arts Commission a budget for the consultation meeting with the company about the sidewalk poetry project at $150 an hour, not to exceed 2 hours of consultation (or $300). J. Peters seconded. Lizzie abstained. 6. Update on 2022 Traffic Box Series and Discuss 2023 Traffic Box Series C. Schiffler updated that the 2022 Traffic Boxes are being installed by Signs Etc in the next few months. Three of the ten are in place. The committee review past process for the series, which is to have a call for a repository that is held for two years. The committee discussed that Boise now does a call for specific locations instead of a repository. The committee talked about the possibility of not doing the repository in 2023 due to so many other upcoming projects and proposed projects. The WASD boxes would still continue to be installed. Another option could be to look at the traffic box series lasting for three years instead of two years. J. Peters asked if we could have more students do traffic boxes. The committee discussed identifying boxes already in place and designed artwork based on that. The committee discussed that they would move the discussion of 2023 traffic box series plan in a future Public Art Committee meeting. 7. Discuss, Review, Update: Public Art Selection Process for Projects 3 Item 1. The committee reviewed the “Public Art Selection Process for Projects” document and talked about putting two of the steps (i.e., select a location and working on the RFP + RFQ) into one step so that the Public Art Committee would selected the location for Art and then the Arts and Culture Coordinator and the City Legal Department would draft the RFQ + RFP and then bring this information to the Meridian Arts Commission. The committee discussed looking into moving away from an RFP unless and RFP is necessary. The committee talked about not having the selection panel just be in the Public Art Committee, but having a panel of various stakeholders where scoring individuals are identified as “Juror 1, Juror 2 ect” and the selection panel meeting is held as a selection panel meeting and not a public meeting of the Arts Commission or subcommittees. The committee talked about going to the City Council for approval of projects or approval for the budget. C. Schiffler said that she would keep working on the “Public Art Selection Process for Projects” document with legal and the committee suggested to make changes to the “Public Art Selection Process for Projects” document in a future Public Art Committee meeting. 8. Discuss Next Steps: Five Mile Creek Pathway Trail Hub Cassandra said that proposals are due September 30, and the next step is for the selection panel to meet. The committee discussed that the selection panel should be the same group on the project and discussed times for the selection panel meeting. The selection panel meeting is tentatively scheduled for October 13 at 10AM. 9. Planning: Discovery Park Public Art Project The committee discussed working on an RFQ and the need to solidify a location for public art at Discovery Park. Some locations discussed were the bike park, softball fields, skatepark, and the tennis/pickleball/community garden/basketball area. The committee discussed decorative planters as an option for art. The committee talked more about the idea of the public art being located on the north side of the phase 2 Discovery Park map. C. Schiffler suggested to select artists first through the RFQ and then the project to be developed and approved by Meridian Arts Commission. The committee discussed looking at multiple art installations in one area. C. Schiffler said that she will check with Mike Barton with Parks and Recreation in regards to the Art Project being at the north end of the Discovery Park phase 2 map. The committee discussed the art concept as educational aspects and to open the public art project to artists nationally, with a preference to artists in Idaho and contiguous states. Cassandra said that she will start working with Legal Department at the City of Meridian to draft an RFQ, but that it would likely be a few months before it’s ready to review.
