APPROVAL OF MINUTES [ACTION ITEM] 1. July 27, 2022 minutes approved OLD BUSINESS [ACTION ITEMS] 2. Republic Services Rate Presentation to Council Review (Staff Joanna Hopson) - the rates were presented to council on August 16th. Council had minimal questions and the public Review period has begun. Public hearing will be September 6th. If there are no further comment rates are to be approved by council and effective October 1st. NEW BUSINESS [ACTION ITEMS] 3. Ada County Landfill Update (Commissioner Tom Otte) – There are interesting changes going on at the landfill. There is a change is approach to moving forward with life at the landfill. They are commissioning a water treatment plant for our leachate ponds. Leachate water can be used as alternative daily cover. They will be using gas absorbing foam in place of dirt where our tarps are going, to see emission savings and time savings. This will make us one of the few landfills in the country using leachate water for odor absorbing foam. The second piece is working with a contractor to take landfill gas emissions and cleaning them up then injecting into the natural gas pipeline. The concrete pilot project will continue and that material will be available for other organizations to save on raw material purchases. They are also designing an outreach center at the current admin building. Construction to begin FY24. Rates are continuing to be discussed. Perimeter Odor detection units will be installed at the perimeter of the landfill. They can then identify the odors that are escaping, where and then look at mitigating. 4. Volunteers for Recycle a Bicycle (Commissioner Mark Nelson) – the program used to be seasonal but has grown to a full year activity. There is a need for more volunteers to help work on the bikes. Bob Bennet from Republic Services suggested they will look at getting the work area a shelter during the Transfer Station update. Commissioner Meg Larson suggested volunteermatch.org, key club, CarMax, Scentsy all have options. Someone to coordinate is needed. Meg volunteered to help with the outreach piece. ADJOURNMENT: 4:38 pm
