Broadway Avenue Meridian , ID 83642 Re : Willey # 2 — CZC, DES (A- 201 & 0375 ) Dear Madam Mayor and Members of the City Council : Volante Investments LLLP received a Certificate of Zoning Compliance report dated February 9 , 2017 in regard to a proposed 45 , 000sf distribution warehouse building at 3920 E . Lanark Street . 30, 000sf of the proposed building will be leased to PODS which is a national company that provides containers for the storage of household goods . The containers are white vinyl or fiberglass panels and a roll - up door . All of the containers are 8' high and come in three sizes, TX7 ' , 8' X12 ' and 8' X16' . PODS delivers the containers to the customers home , the customer packs the container and PODS picks up the container and either stores it in the warehouse or transports the container to any requested location in the United States, Canada , U . K . or Australia . PODS is currently located in Boise and is anxious to relocate to Meridian . One of the requirements of the lease is that PODS be allowed to stack and store empty containers in a designated area behind the building . The requirement is that they stack up to three containers high . In order for PODS to lease the 30, 000sf space, we , the landlord , must provide for the outside storage of empty containers . The CZC report denies the requested outside storage of the containers and requires screening of material other than chain link with slats . The CZC states that outside storage must be screened from non - industrial uses, streets and the railroad corridor . Outdoor storage is an integral part of industrial uses . The storage of trailers, equipment and materials is factor in all industrial uses . A Google Earth tour along the railroad corridor in Meridian shows outdoor storage in all industrial areas . From tires stored at Commercial Tire to Page Two City of Meridian February 13 , 2017 Concrete blocks stored at Basalite and road construction signage at Specialty Construction . Outdoor storage is part of industrial uses and especially industrial uses along a railroad corridor . PODS is a large national company with almost 250 locations and they have strict corporate operational standards which include how empty containers are stored in the storage yard . The ideal is to keep the number of unused containers to a minimum . Empty storage containers bring in no revenue . The containers will be stored in a neat, clean and orderly manner . The proposed storage area is behind the building which will stand 36 . 5 ' tall and will more than adequately screen the containers from view from the south which is where the nearest road is located . After receiving the CZC and the denial of the outdoor storage, we forwarded the CZC report to PODS and have convinced them to agree to modify their plans and stack only two containers high for a maximum height of 16 feet . We believe that the PODS use will be a good , low impact industrial use in the City of Meridian . We respectfully ask the City Council for the following : • Outside Storage . Allow the outside storage of PODS containers stacked two high , to a maximum height of 16 feet . • Screening . Eliminate the requirement for perimeter screening because the building will more than adequately screen the outside storage from the street .
