Rosario Street, Suite 100 Meridian, ID 83642 Subject: Traffic Impact Analysis Sky Mesa Subdivision Dear Becky: This letter summarizes the traffic impact analysis (TIA) for the proposed Sky Mesa Subdivision located on Taconic Drive west of Eagle Road between Amity Road and Lake Hazel Road in Meridian, Idaho. Sky Mesa Subdivision is estimated to contain 279 single- family dwelling lots with an expected 2022 build-out year. The specific parameters and requirements for this TIA were confirmed with the Ada County Highway District (ACHD). There are several developing and proposed developments in the area which have completed traffic impact studies documenting the traffic impacts and required mitigation improvements for the roadways and intersections in the area. As a result,an abbreviated traffic study was approved whose scope is limited to an evaluation to the two development approaches on ACHD arterials: • Marsala Way and Amity Road intersection- determine if a turn lane is required on Amity Road under full build-out conditions • Taconic Drive and Eagle Road intersection-determine what intersection control is needed at full build-out conditions and the estimated number of housing units that can be constructed before the improvement is triggered (a traffic signal or roundabout is needed per Hills Century Farms traffic study) There are approximately six proposed developments and existing developments that are not fully built-out whose off-site traffic is incorporated in the background traffic estimate: • Firenze Plaza • East Ridge Subdivision • Hills Century Farm • Blackrock Subdivision • Southern Highlands Subdivision • Whitebark Subdivision Six Mile Engineering, PA (208)378-0654 704 E. Sky Mesa Subdivision proposes 279 single-family dwelling lots with an expected 2022 build-out year. Existing peak hour intersection turning movement counts for the study area intersections were obtained from previous traffic impact studies for the proposed off-site developments in the area. Existing traffic counts are attached. Analysis of 202 (Build-Out) Conditions The analysis year is 2022 corresponding with the expected full build-out year. Background Traffic 2022 background traffic was estimated by applying a 2 percent annual growth rate to the existing counts,which is consistent with the adjacent TISs. In addition,there are several developments proposed or under construction in the area that are expected to add traffic beyond the 2 percent background growth. Table 1 on page 5 summarizes off-site developments and their proposed land uses, expected build-out year and the development status. Off-site traffic generated by these developments was obtained from previous TISs. At the time when the traffic counts were taken (May and October 2016) some of the off-site developments were partially developed and occupied or under construction. Using Google Earth imagery and parcel queries from the Ada County Assessor mapping,the estimated j number of constructed/occupied dwelling units in October 2016 is as follow: • Hills Century Farm Subdivision-44 dwelling units (21% of phase 1) • Blackrock Subdivision- 39 dwelling units (89% of build-out) • Southern Highlands Subdivision- 34 dwelling units (21% of build-out) • Whitebark Subdivision- 13 dwelling units (24% of build-out) i I Traffic generated by these partially built developments up to October 2016 are assumed to be reflected in the traffic counts. Development occurring after October 2016 would not be l in the traffic counts,as a result,off-site traffic was adjusted accordingly. In the previous TISs,phase 2 of Hills Century Farm Subdivision was beyond the analysis year and was not included in the analysis. For this study, a portion of phase 2 is expected to be constructed by the 2022 build-out year for Sky Mesa and is included in the analysis. At build-out,the development is projected to generate approximately 2,656 trips per day, 209 trips during the AM peals hour and 279 trips during the PM peak hour. The development contains only residential land uses and is not expected to attract pass-by trips or capture trips internally within the site. Site traffic was distributed and assigned to the external roadway system with approximately 20 percent having origins/destinations west of the site, 20 percent east, 50 percent north and 10 percent south. Site traffic assignment assumed roadway connectivity to Amity Road and Lake Hazel Road. A summary of the peak hour site traffic estimate at the study area intersections is attached. All approaches at the intersection have one shared lane for all movements. The posted speed limited on the Amity Road approaches is 50 miles per hour (mph). Turn lane warrants were evaluated at the intersection using ACHD guidelines (warrant worksheets are attached). Table 3 on page 7 summarizes turn lane warrant evaluation. The intersection was analyzed with 2022 expected traffic conditions and the existing intersection control and lane configuration. All parameters used in the analysis were based on existing data when available or Synchro default values,when not available (Synchro reports are attached). Table 4 on page 8 summarizes the intersection measure of effectiveness (MOEs) during the peak hour traffic conditions. With 2022 background plus off-site traffic,the intersection is projected to operate at LOS D or better with a v/c ratio of 0.34 or less for all lane groups during the peak ` hours. If a traffic signal is warranted, a i roundabout may be considered as an alternative. For the purpose of this study,the Taconic i Drive and Eagle Road intersection was evaluated to determine when traffic control improvements are needed by iteratively adjusting the projected background, off-site and site traffic. Traffic signal warrant analysis was conducted following procedures outlined in the Manual on Uniform Traffic Control Devices (MUTCD). Two traffic signal warrants were evaluated (warrant worksheets are attached) Warrant 1, Eight-Hour Vehicular Volume and Warrant 2, Four-Hour Vehicular Volume. The remaining traffic signal warrants are either not applicable or are not likely to satisfy criteria; therefore,they were not evaluated.
