POLICE DEPARTMENT SUMMARY OF REPORT:
1. Police Response Time-
The proposed Vanguard development application is approximately 7.5 miles from the Meridian Police
Department. The expected response time to this area in an emergency is 6:59 minutes. The average
emergency response time in the City of Meridian is 3:45 minutes. Emergency calls are defined as an
emergency response with lights and sirens and driving as authorized for an emergency vehicle. The
Meridian Police Department response time goal for emergencies is within 3-5 minutes.
Between 06/01/2020—05/31/2022,the Meridian Police Department responded to 313 calls for service
within a mile of the proposed development. Crime count of 54. See attached Level of Service Report.
Between 06/01/2020—05/31/2022,the Meridian Police Department responded to 8 crashes within a mile
of the proposed development. See attached Level of Service Report.
Response times will drastically decline when the MPD Precinct opens in Fall of 2023.
2.Accessibility—
The Meridian Police Department request police access into each building's entry point using a
multi-technology keypad. This will allow police access, if there is an emergency, into the building if
someone isn't able to come to the door to allow police entrance. Otherwise,police would have to breach
the door to gain access which isn't ideal for anyone and delays our response.
Several other multi-family developments in Meridian are using a multi-technology keypad for this
purpose. Police can work with the applicant on placement of these keypads. Police will have their own
access code (same for each building)to use in an emergency.
3. Resource needs—
The Meridian Police Department can service this development if approved. The Meridian Police
Department already serves this geographic area.
4. Other comments—
All townhomes and or multi-family units shall be clearly marked with addresses and unit numbers visible
day or night for emergency response. The applicant shall place a way-finding map at each entrance that
are visible day or night.
All qualified open space provided in the development,to include all amenities,must be in an open area in
order to allow for natural observation opportunities. Pathways and landscaping should not create hiding
spots or blind spots that would promote criminal opportunities.
The Meridian Police Department will support all Community Development Staff recommendations,
Traffic Impact Studies from ITD and or ACHD to improve access,roadways, intersections,pathways and
sidewalks before the project if fully completed.

Response Time and Calls for Service(CFS)by Priority-Most frequent priority call types:
• Priority 3 calls involved School Alarms,as well as Injury Crashes and a Water Rescue.
• Priority 2 calls had a majority of calls involving Juvenile Problems and Traffic Stops.
• Priority 1 calls most frequently involved Construction Security Checks and Tobacco Violations.

Priority Response Times Defined:
Priority 0-no priority type of calls.
Priority 1 -non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic laws.
Priority 2-require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws.
Priority 3-require an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code to
facilitate the quick and sae arrival of an officer to the scene.
Other Police Comments:
All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural
observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal
opportunities.

or night for emergency response. The applicant shall place a way finding map at each entrance.
