The Idaho Transportation Department (ITD) would like to formalize our acceptance of the revised Traffic Striping
Conceptual Drawings dated November 13, 2019 for SH-55 (Eagle Road) from River Valley Street to
approximately 1,500ft north (see attached). The paving, curbing and striping work is in association with the
proposed right -in -right out access of Eagle Road near milepost 38.6. This revised conceptual striping plan
addresses all of ITD's safety concerns.
Construction of the proposed access results in closure of four existing approaches
• The two northern approaches on Village Apartment's parcel are deeded
approaches. Prior to issuing a permit for the proposed approach, ITD will
work with the developer on an exchange deed.
• The existing Great Wall approach will be removed and relocated to the
proposed location. It appears that the proposed approach is located
entirely on the Great Wall's parcel. If this is the case, Village Apartments
will need to provide ITD with a cross access agreement to show legal use
of the access. If the approach straddles both parcels, ITD will need a joint
use agreement for the approach. In either case the permit application will
need to include a copy of the Great Wall's deed.
• The southern approach is not -permitted and shall be removed due to
curbing associated with the right turn lane improvements.
There is an existing development agreement issued by the city of Meridian for the
four parcels between River Valley Street and the proposed approach. A backage
road is to be constructed as the parcels develop to provide access to River Valley
Street. ITD is unclear how this development agreement may affect usage of the

proposed approach. The department does not see this effecting the proposed approach or conceptual design,
but the conversation is important to be had to understand if anything additional is necessary for the proposed
approach's cross access agreement.
ITD appreciates Village Apartments presenting a solution that addresses the department's concern. You may
proceed with engineered stamped drawings.
This letter only acknowledges the acceptance of the revised Traffic Striping Conceptual Plan, final approval of the
proposed access and associated improvements is determined once all documentation has been provided and the
permit is signed.
