Taylor All ayes OLD BUSINESS 3. Update: Agreement with WARD for Wall Location of a Mural at the Pool C. Schiffler stated that WARD wants to keep the mural on the East wall of the Pool so the plan is to stick with the original agreement. The East wall will require the a 4 Item 1. project budget increase of approximately $1500, per the discussion at the July 2022 MAC Commission meeting regarding additional equipment expenses required for installation on the East wall. 4. Update: MAPS logo for Public Art Projects C. Schiffler met with the City’s Chief of Staff and the City’s Communication Manager and the response was that if there is to be a logo it needs more planning and development, including thought on how the logo would be used and/or for which projects. This can be addressed along with the Public Art Plan. C. Schiffler will work with legal and B. Gaytan on obtaining the rights to the logo that was designed for future use. NEW BUSINESS [ACTION ITEMS] 5. Review and Recommend: Final Designs for Tully Skatepark Mural by Professional Mural Artist and Youth Apprentice Artist C. Schiffler welcomed Miguel Almeida (professional mural artist) and Macy (youth apprentice) who have been working on the project. M. Almeida presented both the initial and final designs for the two murals in the Tully Park Skate Park. Commission Feedback: J. Peters thanked the muralists for all their work and stated the murals look great and that she is excited to see them in person. B. Zahn Griffith thanked the muralists and stated the murals are really great and a great addition to the skate park. P. O’Leary stated he thinks the murals are great and fabulous and commended the muralists on a job well done. N. Schofield inquired about when the murals will be installed and stated the murals are really impressive and that she is excited to see them when she is out and about. Aiming to begin during Art Week but start date will be based on the outcome of the presentation of the mural designs to City Council and the artists’ schedules. L. Taylor stated the murals are spectacular. L. Taylor made motion to approve two mural designs as presented; seconded by N. Schofield All ayes 6. Volunteer: Sign Ups for Art Week C. Schiffler confirmed that the Awards in the Arts will remain a legacy title (i.e., Tammy deWeerd's Awards in the Arts) presented by the Meridian Arts Commission. 5 Item 1. C. Schiffler requested volunteers for the following projects:  Assist in notifying the Tammy deWeerd's Awards in the Arts recipients, presenting the awards at the Concerts on Broadway event on September 10, and assisting in picking out awards to present to the recipients  Help with marketing the events through general promotion as well as delivering flyers to local businesses  Assistance at the Kickoff event on September 7 and potentially developing a hands-on, drop-in art project for event participants to do  Requested B. Gaytan’s help in acting as a liaison to the Key Detail muralists and B. Gaytan confirmed he would act as a host  Assistance at the Chalk Art Competition on September 8 at the sign- in/registration table and with taping off squares prior to the event starting. o Requested P. O’Leary act as the liaison for the Huckleberry Star Theater Company who will be doing a short performance that evening and P. O’Leary confirmed he would act as the liaison  Assistance at the Community Art Party on September 9  Help as stage hands for Concerts on Broadway dates REPORTS 7. Update: Arts and Culture Coordinator Report ~ Cassandra Schiffler, Arts and Culture Coordinator C. Schiffler provided updates on the following:  Public art projects are moving forward as planned  Traffic boxes are stalled because waiting on vinyl vendor contract but still planning on finishing by end of this fiscal year  Working to market Art Week and Concerts on Broadway  Presenting public art update to City Council next week with Commissioner Peters as well as presenting on the MAPS Ordinance Revision and easement for the Library 8. Update: Public Art Committee: Discovery Park Public Art Project Planning ~ Bobby Gaytan, Public Art Committee Chair B. Gaytan stated the Subcommittee started brainstorming for the Discovery Park public art project:  Discovery Park Phase II project overview provided by the City’s Parks Superintendent  $150k budget  Focus on interactive and educational-focused projects following the theme of “discovery” which is the park’s name  Artists can submit proposals for up to three small projects or just one large project 6 Item 1. Gaytan stated the Subcommittee members were asked to go Discovery Park, if possible, and start considering areas in the park for an art piece or art pieces for discussion at the next Subcommittee meeting. 9. Update: Initial Point Gallery: Current Exhibit: August show features four photography artists: Connie Wood, Monte Stiles, Kris Rehn, Misty Tracy, and ceramic artist, Jerry Hendershot; Upcoming Exhibit: College of Western Idaho Faculty Exhibit (September Host: Jessica Peters) ~ Jenifer Cavaness Williams, IPG host for August N. Schofield reviewed current and future exhibits. J. Cavaness-Williams stated there were 65 people in attendance at the August opening reception and that the exhibit is a cohesive yet diverse show. 10. Update: Events and Outreach Subcommittee: Art Week (September 7-10), Concerts on Broadway (TVCT Opener and Smooth Avenue on August 27, High Street Party Band on September 10, Soul Patch on September 24) C. Schiffler stated neither she nor Commissioner J. Cavaness-Williams were in attendance so C. Schiffler asked L. Arnold to provide the update. L. CITY OF MERIDIAN ORDINANCE NO. 22-1994 BY THE CITY COUNCIL: BERNT, BORTON, CAVENER, HOAGLUN, PERREAULT, STRADER AN ORDINANCE AMENDING MERIDIAN CITY CODE SECTION 1-9-4(C), REGARDING APPROPRIATION OF FUNDS FOR THE MERIDIAN ARTS IN PUBLIC SPACES PROGRAM; REPEALING CONFLICTING ORDINANCES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS,Meridian City Council values public art because it enables Meridian residents and visitors to experience art in the course of daily life, beautifies our community, supports economic development, and makes Meridian unique; and WHEREAS, funds appropriated pursuant to the Meridian Arts in Public Spaces (MAPS) ordinance have successfully funded public art projects in the Meridian community, and City Council seeks to bolster this programming; and WHEREAS, at its meeting on July 14, 2022, the Meridian Arts Commission voted unanimously to recommend that the MAPS ordinance be updated as set forth herein, in order to increase potential funding for public arts programming in Meridian; WHEREAS,Meridian City Council finds that it is in the best interest of the people of Meridian to amend the MAPS ordinance to remove the limitation on funds to be appropriated pursuant thereto; NOW, THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MERIDIAN,ADA COUNTY, IDAHO: Section 1. That Meridian City Code section 1-9-4(C) shall be amended as follows: Funds appropriation. City Council shall, on an annual basis, appropriate for the MAPS program an amount from the general fund equivalent to fifty cents ($0.50)per resident, as estimated by the current annual population estimate adopted by the Community Planning Association of Southwest Idaho. Annually, no more than fifty thousand dollars ($50 nnn nm f genera funds shall be appropriated for-the MAPS pr-egfam. MEMO TO MERIDIAN ARTS COMMISSION Topic: Sidewalk Poetry Project Background: Meridian Arts Commissioner Patrick O’Leary brought a public art project to Public Art Committee Chair, Bobby Gaytan, and Arts and Culture Coordinator, Cassandra Schiffler. The project is a “Sidewalk Poetry” project that was instigated in Saint Paul, Minnesota. Please visit this website to learn more: https://publicartstpaul.org/project/poetry/#about_the_project The nonprofit organization, Public Art Saint Paul, that brought this to their City does consulting work to help other cities/organizations figure out how to implement this project. Arts and Culture Coordinator Cassandra Schiffler has reached out to their organization about some of the logistics involved, and confirmed that their consulting fees are $150/hour for a Zoom based meeting. The Public Art Committee discussed the project and some of the questions involved that could be answered by meeting with the consultants: how stamping is done, locations, how to engage the writing community (which would likely involve a juried Call to Writers), working with a concrete vendor, possibly using letterpress printers for the text, contracts and agreements involved, etc. Recommendation: The Public Art Committee recommended budget approval from the Arts Commission not to exceed $300 from the Arts Commission’s “Arts Development” project budget line to allocate money towards consulting and arts development to pursue developing this project. 26 Item 8.
