Dear Ms . Akin , Planning and Zoning Commission , and City Council Members ,
I am representing Rocky Mountain High School and the West Ada School District
with regard to a proposed citywide change to Sign Code in Residential zones for
arterial throughways and collector streets .
Rocky Mountain High School has been saving and fund - raising to purchase a
sign to place on Linder Road for quite a while now. This sign , as proposed ,
includes a changeable copy sign . The changeable copy sign will be used for
alerting school attendees , parents , and neighbors of up- coming events . Mike
Hirano , the Principal has received numerous requests from neighbors for
notification of game nights and other high -traffic events in order to plan to use an
alternative route to go to and from their homes to avoid or add to traffic surround
the school . The message board will also be used in the event of a lock- down .
Currently the Sign Code allows for an eight foot high sign with fifty square feet of
background area . The proposed height and background are compatible with safe
viewing distance taking into account that a driver needs to make a maneuver. .
The recommended height for a 35 - 45 mph , four- lane road is twenty feet . We are
proposing fifteen feet . The minimum required legibility distance or the required
time needed to read and respond to an on - premise sign is five hundred and fifty
feet for a 35 mph road . The proposed additional background area is needed for
adequate letter height for viewing at this distance .
As this code change is for properties with seven hundred fifty feet of lineal
frontage , we are requesting that the changeable copy sign be permitted to
change messages every eight seconds , consistent with code for other zones .

C . Business Signs For Multi - Family Developments And Allowed Nonresidential Uses : In addition to the
general standards for business identification signs set forth in this section , the following standards
shall apply to business identification signs for multi -family developments and allowed nonresidential
uses ( R- 2 R- 4 R- 8 , R- 15 , R40 , and TN - R) , excluding accessory uses : ( Ord . 13 - 1546 , 3 - 5 - 2013)
1 . Building signs are allowed and shall meet the following standards :
a . Allowance : The combined area of all building signs on a single facade shall not exceed ten
percent ( 10 % ) of the area of such facade .
b . Awning Signs : Awning signs are allowed and shall meet the standards set forth in subsection A8 of this
section .
c . Canopy Signs : Canopy signs are allowed and shall meet the standards set forth in subsection Al of
this section .
d . Changeable Copy Signs : Changeable copy signs proposed as building signs are allowed . In
addition to the standards set forth in subsection All of this section all changeable copy building
signs shall meet the following standards :
( 1 ) Any changeable copy building sign visible from a public street shall be programmed as follows :
All displays , including , but not limited to , graphics , letters , numbers , color and /or brightness shall
remain unchanged for a minimum of one hour, except that any text messages that are longer than
the display area and do not contain any graphics may scroll in a consistent and predictable
manner.
(2) Only one changeable copy sign proposed as a building sign shall be allowed per facade area .
e . Hanging Signs : Hanging signs are allowed and shall meet the standards set forth in subsection Al of
this section .
f. Wall Signs : Wall signs are allowed and shall meet the standards set forth in subsection Al of this
section .
g . Window Signs : Window signs are allowed and shall meet the standards set forth in subsection Al of
this section .
2 . Banners are prohibited , except as allowed by section 11 - 3D - 9 of this article .
3 . Directional signs are prohibited .
4 . Freestanding signs are allowed . In addition to the standards set forth in subsection A14 of this section ,
all freestanding signs shall meet the following standards :
a . The maximum background area of any freestanding sign shall not exceed fifty ( 50) square feet .
b . The maximum height of any freestanding sign shall not exceed eight feet (8 ' ) .
c . A maximum of one freestanding sign is allowed per property.
d . Properties exceeding seven hundred fifty ( 750 ) linear feet on an arterial or collector street frontage may
be allowed an additional height allowance and background area . Such signs shall not exceed fifteen
( 15 ) feet in height nor shall such sign exceed seighty ( 80 ) square feet of background area . Only one
such sign shall be allowed per street frontage .
e . Changeable copy signs proposed as freestanding signs are allowed . In addition to the standards
set forth in subsection Al of this section , all changeable copy freestanding signs shall meet the
following standards :
( 1 ) Any changeable copy freestanding sign visible from a public street shall be programmed as
follows : All displays , including , but not limited to , graphics , letters , numbers , color and /or brightness
shall remain unchanged for a minimum of one-hsur- eight (8) second : ; , except that any text messages
that are longer than the display area and do not contain any graphics may scroll in a consistent and
predictable manner.
(2) Only one changeable copy sign proposed as a freestanding sign shall be allowed per property,
5 . Portable signs are prohibited .
6 . Projecting signs are prohibited .
7 . All other signs shall be prohibited , except as allowed by section 11 - 3M of this article .
D . Business Signs For L- O District : In addition to the general standards for business identification signs set
forth in this section , the following standards shall apply to business identification signs for the limited
office district ( L- O ) :
1 . Building signs are allowed and shall meet the following standards :
