2022-08-05 Ada County Development Services ADA COUNTY 40 DEVELOPMENT SERVICES 200 W.FRONT STREET,BOISE,IDAHO 83702-7300 PHONE(208)287-7900 https://adacounty.id.aov/developmentservices FAX(208)287-7909 BUILDING COMMUNITY PLANNING ENGINEERING & SURVEYING PERMITTING August 5, 2022 Sonya Allen Meridian City Planning Department 33 E Broadway Avenue #102 Meridian, ID 83642 RE: H-2022-0020/Parcels: S 1226417225, S 1226417275, S 1226417300, S 1226417350/ Tessera Ranch Subdivision Sonya, The City of Meridian has requested feedback regarding the proposed annexation with zoning of R-2(Low density Residential),R-4(Medium-low density Residential),R-8 (Medium density Residential), and R-15 (Medium-high density Residential) and a preliminary plat for the Tessera Ranch Subdivision, which will consist of 393 detached single-family homes and 75 townhomes on 123.39-acres located on parcels S 1226417225, S 1226417275, S 1226417300, S 1226417350,generally located west of Linder Road and north of Amity Road within the City's Area of City Impact. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. As the overall density of the site is proposed to be 3.71 units per acre, the application is also compatible with the Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, which designates the site as Medium Density Residential, which is primarily intended for single-family homes at densities of three to eight dwelling units per acre. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan. The proposal to dedicate over 21% of the site as open space, which will include a pedestrian pathway, a community pool, a pickleball court, and three playgrounds is supported by Goal 3.07.02A of the Meridian Comprehensive Plan, as adopted by Ada County, which encourages usable open space be incorporated into new residential subdivisions, and Goal 2.01.01 B, which encourages opportunities for physical activity to be provided with new development. The road connections proposed to the north, south, and east are in compliance by Goal 3.03.03C, which requires street connections between subdivisions at regular intervals to enhance connectivity and improve traffic flow, and the pedestrian connections provided to the north, south, east and along the western boundary are compatible with Goal 3.07.02C, which requires pedestrian access in all new development to link subdivisions together to promote neighborhood connectivity.
