If the multi -family housing units are climate controlled (not garden style) the applicant will be required to plan for emergency police access into each building entry point using a multi - technology keypad. This will allow police access, if there is an emergency, into the building if someone isn't able to come to the door to allow police entrance. Otherwise, police would have to breach the door to gain access which isn't ideal for anyone and delays our response. The Loft & Flats project at 10-mile/Franklin, the Bri at the Village and additional future multi -family developments are just a few that use a product police recommend for this purpose. Police can work with the applicant on placement of the access. Police will have their own access code (same for each building) to use in an emergency. All townhomes and or multi -family units shall be clearly marked with addresses and unit numbers visible day or night for emergency response. The applicant shall place a way - finding map at each entrance. All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. Change the future development plan from self-service storage and retail to MFR. Submit a conceptual development plan and building elevations for the proposed development. * If the DA modification is approved, a CUP is required for a multi -family development in the C-C & C-G zoning district and is subject to the dimensional standards listed in UDC Table 11-213-3 and the specific use standards for multi -family developments in UDC 11-4-3-27. * Future structures are required to comply with the design standards in the Architectural Standards Manual. * A cross -access and driveways should be provided to the property to the east for access and interconnectivity; emergency access only from the north as approved with Copper Canary MDA. * Provide noise abatement for residential uses along SH-55 in accord with UDC 11-3H-4 - encourage alternative compliance to this standard since it's a multi -story building and noise abatement on the ground floor won't help the upper story residential. * Provide a 35' wide street buffer along SH-55/Eagle, landscaped per the standards in UDC 11-313-7C. * Comply with parking lot landscape standards in UDC 11- 313-8C. Please see revised UDC standards. Note: The previous MDA application (H-2021-0059 Regency at River Valley Phase 3) was denied by Council due to not having the access with contiguous properties worked out and issues with traffic, parking and associated traffic circulation - the Council felt it wasn't the right time for approval of a modification. The reasons for denial should be addressed in the new application.
