3355 E.Victory Rd. Meridian,Idaho
To Whom it May Concern,
WL Victory Crossing, LLC is applying for a Development Agreement Modification to allow
an approved coffee shop at the southeast corner of Eagle and Victory Roads, located at 3300 S. Eagle
Road, Meridian, with a drive-thru window to open at five o'clock(5:OOAM) in the morning.
The original Development Agreement was entered into on April 2"d, 2011 between DMG-
Eagle &Victory, LLC and the City of Meridian and was recorded on April 20d', 2011 as Instrument
#111032845.
The annexation and zoning of the property(AZ-08-007; PP-08-006; CUP-08-011;
ALT-08-012)was approved at the City Council's hearing on August 26th,2008, (with findings
placed on the September 9th,2008 City Council agenda).
The coffee shop drive-thru was approved under a conditional-use permit(H-2022-0019) on
May 19d', 2022. The tenant, Black Rock Coffee, operates the business from 5:OOAM to 10:00PM and
therefore,the applicant is requesting that the current Development Agreement be modified as
follows:
A. Conditions of Governing Development of Subject Property: Section 5.1.11. "Hours of
operation for the businesses within this development shall be restricted to the hours
between 6100AM 5:OOAM to 10:00PM."
