(Email) CR Engineering 181 East 50th Street Garden City, ID 83614 Subject: Tessera Subdivision Traffic Impact Study Review 1 MPP21-0027 The Ada County Highway District staff has completed the third review of the traffic impact study (TIS) for the proposed Tessera Subdivision. Comments/recommendations provided by District Traffic Services and Planning Review staff are listed below: 1. Please specify the direction for the directional peak hour volumes for the road segments in the LOS tables in the study. 2. The Synchro Report for the intersection of Linder Road/Victory Road and Linder Road/Amity Road assumes the same PHF for all lane groups in the AM and PM peak hours. However, District Policy requires that the existing PHF for each lane group be used in the analysis under the existing conditions. Please update the analysis to be consistent with District Policy and check the 2030 analyses for these intersections to ensure the correct PHF is used. 3. The AM peak hour trip assignments at the site access points for the entering traffic volume is greater than the AM entering volumes in Table 4.1. Please check and update the trip assignments so that they are consistent with Table 4.1. 4. The AM peak hour site trip assignments in Figure 4.2 for the northbound traffic at intersection 9 —Victory Road/Harris Street are less than the northbound traffic volumes entering intersection 2 - Victory Road/Linder Road directly north of intersection 9. The southbound volumes from intersection 2 also do not equal the southbound volumes entering intersection 9. It appears there may be some incorrect volumes at intersections 1-5 in the 2030 total AM peak hour traffic volumes in Figure 4.4. Please verify the site trip assignments and total volumes at the intersections in the AM peak hour and update the analysis and figures as necessary. a. There is a typo for the southbound site trip volumes at intersection 2 and the westbound volumes at intersection 1 for the site trip assignments in Figure 4.2 for AM peak hour. 5. The westbound left-turn volumes Access A in the AM peak hour in Figure 4.4 that are less than the volumes for the site trip assignments in Figure 4.2. Please check the volumes and update the figures and analysis. 6. The eastbound volumes at Access B in the PM peak hour in Figure 4.5 should be 38. Please update the figure and analysis. In Figure 4.5, the southbound volumes entering Access D/Linder Road do not match the southbound volumes exiting intersection 9 — Harris Street/Linder Road. It would be expected that these volumes would be equal in this scenario. Please update the figure and analysis. 8. The study recommends extending the northbound right-turn lane on Linder Road at Overland Road, please note if it will conflict with the existing driveway located approximately 340-feet south of the intersection.
