Taylor made motion to review and approve Art Week Budget as presented in the Commission’s packet; seconded by J. Cavaness-Williams All ayes 4. Approve: Redesign Fee for Sector Seventeen Mural for New Mural Location at Meridian Pool C. Schiffler stated that along with the approval of a redesign fee, the Commission should also consider recommending changing the mural location at the Meridian Pool from the East wall of the pool to the North wall. The East wall has a staircase and sloping hill, which the artist advised would create avoid additional equipment, scaffolding and a boom lift and these costs that would be incurred at the installation stage. The North wall is a larger wall, also highly visible, and would stay within the current budget. This change must also be agreed to by WARD. J. Cavaness-Williams made motion to approve a $1000 redesign fee; seconded by N. Schofield All ayes Commission Feedback: P. O’Leary inquired what part of the North wall would be painted. The blue portion of the wall. L. Taylor made motion to recommend using the North wall at the Meridian Pool for a future mural; seconded by J. Cavaness-Williams All ayes 5. Review and Recommend: Logo for Meridian Art in Public Spaces (MAPS) ~ Presented by Lizzie Taylor, Public Art Committee L. Taylor presented the history of the design of the new MAPS logo and stated the Commission decided to develop a MAPS logo based on the following recommendation from VIA Partnership: “With the naming of the public art program, MAC should consider working with a graphic designer to develop a unique brand or logo that can be used in all communications materials about the program.” She noted that B. Gaytan is an accomplished and successful graphic artist and that he offered his volunteer services to design a logo for the program. The font used for the M icon is "Futura" which is the same font used for the Meridian Arts Commission. The M icon is within a negative space in a square shape and the M represents mountain peaks. The five colors used are red, purple, light green, and "Meridian" yellow and blue. The multi-color icon can be interpreted as a canvas painting with an abstract landscape using the yellow in the center as a sunset. The MAPS text is a mid-range grey using "Arial" font in bold, chosen for its readability even in small print. L. Taylor thanked B. Gaytan for his outstanding work and contribution to Meridian’s Public Art Program. 4 Item 1. J. Peters made motion to accept the MAPS logo as designed by Bobby Gaytan; seconded by R. Wardle All ayes 6. Recommend to City Council: MAPS Ordinance Revision C. Schiffler stated the revision to the MAPS Ordinance removes the “not to exceed $50,000” cap so this year the total MAPS fund would increase to approximately $66,000. C. Schiffler recommended the Commission’s recommendation to City Council also include how additional funds might be used such as the pending Discovery Park public art project. J. Peters made motion to recommend to City Council to approve the revision to the MAPS Ordinance that removes the $50,000 cap; seconded by L. Taylor All ayes REPORTS [ACTION ITEM] 7. Update: Public Art Committee: RFQ Selection Panel for Five Mile Creek Pathway Trailhub Project ~ Bobby Gaytan, Public Art Committee Chair B. Gaytan stated there were 32 applicants which the design selection panel ranked based on qualifications, previous projects, previous project budgets, and the current local art in Meridian’s collection so the selection panel decided not to select artists that already have a strong artwork presence in the Treasure Valley and voted on top four applicants to move to the next step of the process. 8. Update: Arts and Culture Coordinator Report: Public Art Project Updates on Murals at unBound, Pool, and Tully Skatepark, Traffic Box Series, and Five Mile Creek Pathway Trailhub Project; Idaho Humanities Council Site Visit for SPARK Exhibit at Initial Point Gallery, ~ Cassandra Schiffler, Arts and Culture Coordinator Presentation given by C. Schiffler (see attachment). Commission Feedback: L. Taylor asked if a reason was provided for not selecting Meridian to exhibit the Smithsonian exhibit. No reason was provided but may have been due to large number of applicants and that we are not rural which is one of the requirements. B. Zahn Griffith asked how many places will host the exhibit. Five throughout Idaho but the locations have not yet been announced. 9. Update: Initial Point Gallery: 2023 Jurying and Calendar Draft; Current Exhibit: Kathi Holzer, Josh Udesen, Amy Story Larson, Lynn Fraley; Upcoming Exhibit: August show features four photography artists, Connie Wood, Monte Stiles, Kris Rehn, Misti Millward and ceramic artist, Jerry Hendershot ~Natalie Schofield, IPG Chair and Patrick O'Leary, IPG Host for July N. Schofield stated the Subcommittee juried the 2023 gallery selections and drafted a calendar of exhibits. 5 Item 1. P. O’Leary stated hosting the gallery opening reception was a great experience and the reception had a great turnout. 10. PUBLIC ART PROJECTS -MURALS •Tully Skatepark Mural Project •Project Scope Update: Apprentice will have own wall (see photo) •Selection panel for Youth Apprentice included: Public Art Committee Chair, Meridian Parks and Rec Commission President, Professional Mural Artist Miguel Almeida, and Community Artist / Nampa High School Art Teacher Ryan Wise. SITE VISIT FOR SPARK EXHIBIT AT INITIAL POINT GALLERY •We applied for a traveling Smithsonian exhibit to be displayed at Initial Point Gallery •On July 8 the Idaho Humanities Council representative visited the gallery and met with the Arts and Culture Coordinator, IPG Chair, and MAC Chair to discuss the exhibit •They did not select us to be a venue for the show, but encouraged applying for a future “Voices and Votes” exhibit for 2025/26 and their other grants 18 Item 1. MEMO TO MERIDIAN ARTS COMMISSION Topic: Meridian Arts Commission Budget The Finance department will no longer produce monthly budget report ledgers for the Meridian Arts Commission. The budget for the Meridian Arts Commission has now been set up in OpenGov.com, where it is publicly accessible at any time, along with the entire City of Meridian budget. OpenGov.com is an online budget reporting website which is used by the City of Meridian to foster transparency, performance-based budgeting, collaborative procurement, and digital resident experience and engagement. The goal is to have the budget data and information at the user’s fingertips (ie: commissioners) to see their financial information at any given time. The data is updated nightly from MIP (the financial software the City uses). Selection Panel Review and Choose Four Finalists: RFQ Applications for Five Mile Creek Pathway Trailhub Public Art ~ Bobby Gaytan, PAC Chair; Jessica Peters, PAC Lizzie Taylor, PAC; Raeya Wardle, PAC Youth Commissioner; Kim Warren, MPR Pathways Project Manager; Renee White, MPR Special Events Coordinator ; Jen Bobo, MPR Commissioner C. Schiffler presented the selection panel’s averaged score results for the 32 RFQ applicants, in order of highest scores to lowest scores. Many of the averaged scores were very close in scoring, and so the selection panel reviewed each of the top quarter of the applications for consideration. Discussion of the applicants included the applicant’s qualifications, previous projects, and previous project’s budgets in relation to the $50,000 budget for this project. Also considered current artwork in Meridian’s collection by local artists, and the selection panel decided not to recommend artists that already have a strong presence of artwork in the Treasure Valley, as they would like to see representation in the public art collection by a variety of artists. After discussing each application of the top applicants, a vote was proposed on the six applications that seemed to be most favorable, and by a show 14 Item 7. of hands, the following four finalists were selected to move forward to the RFP stage: Andrew Kovacs, Eileen Gay, Michael McLaughlin, and Steve Parker.
