APPROVAL OF MINUTES [ACTION ITEM] 1. May 25, 2022 minutes approved STAFF PROGRAM REPORT 2. Household Recycling Mailer (Staff Schultz) Story stroll is going through and Staff Schultz will meet next week with printers. However, the mailer was put on hold and will be reviewed next October. The main reason is that it was moved to next year’s budget. Commissioner Nelson asked Staff if the mailer can be produced in a digital form. Staff Schultz stated yes and she will modify it for online distribution. 3. Republic Services Rate Review in July (Staff Schultz) Staff Schultz said that Republic Services will be sending their rate proposal to the City soon and the City will then review the proposal before the next SWAC meeting. Then at the July SWAC meeting, Commissioners will review it. The Trash/Recycling industry CPI adjustment is 5.4%. Solid Waste Advisory Commission Meeting – Wednesday, June 22, 2022. PW Week Summary (Commissioner Larsen) Commissioner Larsen discussed that Public Works (PW) Week was June 8th and SWAC’s booth was inside. The City was outside with Republic. Turn-out was pretty good. SWAC talked to 75 folks. SWAC talked about squishy water bottle recycling and Recycle a Bicycle. SWAC handed out flyers about recycling that Staff produced. The majority of questions at the booth were what can I recycle in my cart. Folks were interested in how to donate a bicycle and for next year having a little handout about the program would be helpful. Staff Schultz talked about the City/Republic Services/Timbercreek booth outside. The City did a sorting game with Republic and had a map about where recyclables go after leaving the MRF. Republic had a roll-off near the outside booth where patrons could paint hand prints on the container. This was another Hand-in-Hand cardboard recycling roll-off. Republic also had a hauling truck that patrons could sit inside. 5. Recycle a Bicycle Program (Commissioner Nelson) Commissioner Nelson commented that there has been a surge of donations at the MTS. Currently, there are 3 or 4 piles of bikes at the MTS. Staff Schultz, Commissioner Nelson, and Republic Klein worked to sort the piles and recycled about 75 bikes. More help is needed to process these bikes. About a dozen of these bikes that were fixed were sent to Transitional Housing individuals. Other bikes were given to the Men’s Rescue Mission, and Republic is planning to take 20 children’s bikes to the Nampa Housing Authority. Another 50 children’s bikes will be brought to the Farmway Village in Caldwell. Most of the previous bike orders have been for young adults and adults. Rachele will bring these bikes out to above mentioned groups and she asked if any SWAC members are interested in helping. Commissioner Nelson commented that Staff Schultz ordered more bike repair tools costing $118.44. Need to inventory all the tools. Now have a good tool set that is stored at the MTS. 6. Other Outreach Outlets (Commissioner Cory) Open discussion for Commissioners to talk about outreach ideas. Commissioner Cory was interested in youth outreach but wasn’t sure if too late in the summer to do this. Cory asked for Commissioner Philippi’s input. Philippi agreed that it might be too late. Commissioner Nelson asked if the Movie Night Event would be a good outlet for the story stroll. Staff Schultz said it would be but that too many people can damage the stroll. She commented that the story stroll will be placed in City Parks that have paths. Information about the stroll will be on social media and the City’s website. Can also engage community by recommending that public take pictures of them with the stroll and then upload to social media. Republic stated that they do Touch-a-Truck events and the next one is in July. This event is for younger kids. They have done 5 or 6 so far. Commissioner Spiwak talked about how SWAC could attend HOA annual meetings. Spiwak has the State’s HOA contact list. SWAC could email HOA or management companies about speaking at meetings and getting information out about solid waste. Spiwak will reach out to the HOAs. In addition, sending out the recycling flyer will be helpful and speaking to multi-family complexes. Staff Schultz recommended the she do a train-the-trainer with SWAC first before conducting HOA outreach. There is no timeline when SWAC will start this outreach. Spiwak suggested that there may be more contact opportunities by reaching out to the Mayor’s Senior Advisory Board. This group talks to hundreds of individuals every week. SWAC members could attend their monthly meetings to network and to spread the word about solid waste. Solid Waste Advisory Commission Meeting – Wednesday, June 22, 2022. Parade June 25th at 6pm (Commissioner Cory) Republic will not be in the parade this year but Timbercreek will be. Commissioner Cory said that it has been 5 years since the first Hand-to-Hand (Hand-in-Hand) container was created and in the parade. In 2017, SWAC was in the parade and handed out bookmarks about the container. Timbercreek Recycling invited SWAC members to walk with them during the 2022 parade. Open Comments: Commissioner Spiwak request from Republic Services a set of Meridian City only profit and loss statements for their last fiscal year (January 2021 to December 2021) and first six months of this year before the next SWAC July meeting.
