APPROVAL OF MINUTES [ACTION ITEM] 1. April 27, 2022 minutes approved STAFF PROGRAM REPORT 2. Trash or Treasure & Spring Clean Up Event Recap (Staff Schultz) Staff Schultz discussed how many households signed up for both Trash or Treasure (TorT) and Spring Clean Up (SCU) Events. There were 1,522 households who signed up for bulky item pickup between the two events. Just looking at TorT, there were 778 households who also scheduled bulky item pickup and 192 households only participated in the TorT. Focusing on only the SCU event, there was 744 households who signed up for this event. The grand total for both events was 1,714 households. These is an increase from last year’s participation. 3. HHW Updates (Staff Schultz) Staff talked about the free reuse area at the household hazardous waste (HHW) site at the Ada County Landfill. This site is open Fridays and Saturdays from 8am to 6pm. Residents are able to take up to 4 items for free. Some examples of items include paints, automotive products, lawn care products, and cleaning products. Page 2 of 3 All Materials presented at public meetings shall become property of the City of Meridian updates include that the HHW company is fully staffed and that they have developed a two-lined drive up approach at the Meridian Transfer Station (MTS) to ease congestion on Franklin road. In addition, there has been an increase in small businesses taking advance of this service and that these businesses have primarily been dropping off bulbs and latex paint. The number of individuals utilizing the Meridian HHW site is similar to the Boise HHW sites. Commissioner Spiwak asked how you would properly dispose of gasoline. Rachele from Republic Services commented that gasoline can be placed in a clear container with a screw top lid and labeled. Commissioner Otte also commented that the container needs to be large enough to accommodate the expansion of the gasoline. So, only fill container about 75% full of gasoline to be safe. 4. Community Outreach Material (Staff Schultz) Staff Schultz presented two residential outreach materials that she and the PW Communication Specialist developed. The first item is a story stroll. This consist of nine-yard signs that tell the story of how to recycle squishy water bottles. This story stroll will be displayed in City parks. For 10-yard signs, the cost is $142.35. The second item is a mailer that will be mailed out to all Meridian residents. The mailer outlines how to recycle squishy water bottles and what other items are recyclable within the City of Meridian. The cost for printing and mailing out 48,998 mailers is $14,638.24. In addition, Staff outlined how much it will cost to continue the squishy water bottle recycling pilot project for FY22. For a 10-yd roll-off, Staff recommend SWAC request to use $2,200 of the CRFs. Total funds requested are $16,980.59. Commissioner Otte made a motion to recommend to Council to spend $16,980.59 of the CRF on the story stroll, mailer, and squishy water bottle recycling project. The request was approved by SWAC. Staff Schultz also recommend to SWAC that in the September meeting to discuss the idea of permanently funding the squishy water bottle recycling project. OLD BUSINESS [ACTION ITEMS] 5. Recycle a Bicycle Event Recap (Commissioner Nelson) Commissioner Nelson discussed how the Recycle a Bicycle give away went during Meridian’s Unplug and Be Outside Event. He commented that after City Staff conducted outreach and there was information on the local news channel, SWAC received 55 requests for bikes from residents. These residents were from all over Idaho, not just Meridian. Unfortunately, only 19 individuals who signed up picked up their bike at the event. There were 6 bikes that were given away to individuals who were curious about what was offered at SWAC’s bicycle booth but did not sign up. Next year, the Unplug and Be Outside Event will be held May 13th to May 20th, 2023. In addition, Commissioner Nelson commented there are a few more tools he would like Staff to purchase for bike repairs. Also, throughout the year residents contact Rachele from Republic to request bikes. Throughout the year, Republic will give out an additional 150 bikes. Public Work’s Week Event (June 8th from 4p-7p) (Commissioner Larsen) Commissioner Larsen commented that the Public Work’s Week Event is Wednesday June 8th from 4p to 7p. SWAC will have a booth where they will talk about Recycle a Bicycle program, squishy water bottle recycling, and Hand-in-Hand cardboard recycling. Republic, Timbercreek, and the Solid Waste Coordinator will have a booth outside near the Republic garbage truck. The outside booth will talk about curbside recycling, orange bag program, compost and grass, the Trash or Treasure and Spring Clean Up events, MRF information, and display a map of where commodities are shipped to after leaving the MRF.
