Sorry for the delayed response…Yes, you have generally captured my thoughts on the northern east-west
collector well below but there are some clarifications I need to make. The City required the Butte Fence parcel
(S1216120612) to set-aside some area for the future extension of this collector roadway. We are also talking
to Ada County about the parcels west of Butte preserving for this roadway in the future as well. This aligns
with your second bullet point below; we want to provide access to the parcels that have frontage on Franklin
Road. Further, we amended the Ten Mile Interchange Specific Area Plan a couple of years ago when members
of the public testified that they didn’t want the collector to intersect Black Cat where previously planned. So
we amended the alignment; see the attached page from the TMISAP. In my opinion the east-west collector
does not need to be constructed along the Rosenlof Drain and could be off of your property. Ideally though I
would like to see your property have access to this future collector, if not constructing some segments of it
generally as shown on the attached, then via cross-access or other local means from your neighbors to the
north in the future as they develop for connectivity. In summary, I think there are options here and the exact
alignment is flexible to me, but north of the Rosenlof does make some sense. The roadway could be designed
and constructed differently both at Black Cat and at the west where it intersects the future north-south
collector shown on the TMISAP map. Hope this helps; let me know if you’d like to discuss further.

Caleb, several weeks ago we spoke on the phone regarding your preference and reasons for having the northern East-
West Collector alignment further north. I wanted to confirm that this is an accurate summary of our previous discussion
and that you are still in favor of this collector further north off of our Black Cat site. Below are some of the reasoning
discussed:

- Due to the Rosenlof Drain the southern alignment is not preferred because of the conflict of having to cross the
drain on the east side of Black Cat as well as the conflict along our entire northern boundary (Drain easement is
70’ wide - 40’ easement on our property and 30’ easement north of our boundary).
- ACHD is discouraging curb cuts to Franklin, so the lots north of our site on Franklin may benefit from northern
alignment.
- East of Black Cat, Baraya subdivision annexation approved the northern alignment.
I also noticed that ACHD Master Street Map GIS shows northern alignment north of our site- see link

In the snapshot from the ACHD report below, it also says: “The east-west town center collector street located at the
site’s north property line will need to shift to the north or the south due to the Rosenlof Drain. Coordinate location of the
collector roadway with Development Planning staff”. On July 27, 2021 (meeting invite attached) we had a call with you,
Bill Parsons, Mindy Wallace, Caleb Hood and our team to try and clear up the confusion between what ACHD wanted
and what the City of Meridian wanted, since there were multiple different plans showing different alignments (reference
attached “Road Alignment”). On that call, Mindy said for local road alignment ACHD will follow Meridian’s lead.
Once ACHD indicated they would let Meridian drive the location, our team had several discussions with Caleb Hood on
the location. As discussed in the attached e-mail chain, Caleb agreed that pushing this E-W collector north of our
property made sense for the following reasons:

the MSM, so if the City of Meridian is requiring this local street connection you will need to work directly with them.
