The purpose of this Comprehensive Plan, Future Land Use Map amendment, is to make cleanup
revisions in various areas of the Area of City Impact (AOCI). The primary driver of this
amendment is specific to the boundary areas of the Future Land Use Map, and discrepancies
between the AOCI depicted in the Comprehensive Plan and those approved by Ada County. The
newer Ada County version of the AOCI reflects changes agreed upon between Meridian and its
neighbors, many of which are also reflected in utility service plans. For example, an area on the
northwest corner of US-20/26 and US-16, is not planned for Meridian water or sewer, and Star
has accepted this area and is planning to serve. All of these types of changes occur on the
periphery of Meridian's AOCI, generally in the north, north-east, and eastern edges of the City.
Because this work is never -finished, Ada County's AOCI is also out of date. Another noteworthy
change is to release an area along Franklin Road to Boise, on the very edge of the AOCI. The
Ada County Highway District (ACHD) owns this property and intends to develop a future
Traffic Operations Center, and which is more easily serviced by Boise (ACHD owns contiguous
lands in Boise and wants to consolidate). The City previously verbally agreed to make this
change as part of a future cleanup process, so that the City of Boise would allow ACHD to move
forward.
