Police Response Time- The proposed Overland and Wells II development application is approximately 1.4 miles from the Meridian Police Department. The expected response time to this area in an emergency is 3:21 minutes. The average emergency response time in the City of Meridian is 3:45 minutes. Emergency calls are defined as an emergency response with lights and sirens and driving as authorized for an emergency vehicle. The Meridian Police Department response time goal for emergencies is within 3-5 minutes. Between 5/01/2020 - 4/30/2022, the Meridian Police Department responded to 3,222 calls for service within a mile of the proposed development. The crime count on the calls for service was 357. See attached documents for details. Between 5/01/2020- 5/30/2022, the Meridian Police Department responded to 140 crashes within a mile of the proposed development. See attached documents for details. 2. Accessibility – If this Multi-family project is one with climate-controlled hallways, the Meridian Police Department request further discussions with the developer on plans for emergency police access into each building entry point using a multi-technology keypad. This will allow police access, if there is an emergency, into the building if someone isn’t able to come to the door to allow police entrance. Otherwise, police would have to breach the door to gain access which isn’t ideal for anyone and delays our response. Several previous projects use a product police recommend for this purpose. Police can work with the applicant on placement of the access. Police will have their own access code (same for each building) to use in an emergency. 3. Resource needs – The Meridian Police Department can service this development if approved. The Meridian Police Department already serves this geographic area to the east, south and north. 4. Other comments – All townhomes and or multi-family units shall be clearly marked with addresses and unit numbers visible day or night for emergency response. The applicant shall place a way-finding map at each entrance to the development. All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. The Meridian Police Department will support all Community Development Staff recommendations, Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections, pathways and sidewalks before the project if fully completed. Priority Response Times Defined: Priority 0 type calls are no priority type of calls. Priority 1 type calls are for non-emergency type of calls where the officer will arrive at the earliest convenience,and shall obey all traffic laws. Priority 2 type calls require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws. Priority 3 type calls are an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code to facilitate the quick and safe arrival of an officer to the scene. Other Police Comments: All qualified open space provided in the development,to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. The Meridian Police Department will support all Community Development Staff recommendations,Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections, pathways and sidewalks before the project if fully completed. The Meridian Police Department can service this area if approved.Any shared driveways shall have address signs at each entrance and the roadways shall be maintained for emergency response.Any gated communities shall provide a gate code key pad to allow police access to any part of the gated community.
