Hi Will, there has been some additional questions that have come from a project that is being proposed in the vicinity of
yours. Please advise and / or address in your conditions of approval:
1. Collector along Rosenlof – the most recent correspondence I have seen has suggested you are NOT proposing to
build this and ACHD has not required it. The Master Street Map also indicates a future collector on the south side of
350 S. Black Cat. This property has not been addressed other than you are proposing to rezone it to R-15. If a new
collector IS required there, there should be a note that future access shall use this collector and you will build the
portion along your frontage.
2. What is happening with the Rosenlof Drain? Per UDC 11-3A-6 you are required to pipe it. Please address this in your
conditions.
3. Your concept plan suggests a landscape buffer, pathway and frontage improvements along S. Black Cat. Please add
to your conditions that frontage improvements as required by ACHD, as well as landscape buffer and pathway shall
be constructed along S. Black Cat Rd. with the first phase of development.
4. The Moore Parcel (350 Black Cat) should be addressed. Will a new development agreement be required prior to any
future development on this parcel? As I mentioned earlier, a pathway is shown along the Black Cat frontage of this
property (and a collector at the south). A 25’ wide landscape buffer is also required. This should be addressed. I’ve
looped in Kimberly Warren with parks.
5. There is a pathway bisecting the property east-west. You do show detached sidewalk along the new collector, but
this does not meet the typical 10’ wide pathway. Again, I’ve looped Kimberly in. This should be addressed in your
conditions of approval.
6. As I already mentioned, there should be a provision that all existing and proposed development shall abandon well
and septic and connect to City services.
Depending on where ACHD finally lands with the TIS and all required improvements, we might need to revisit this.

Hi Will,
Where did you and ACHD land on the east-west collector that is shown along the Rosenlof Drain? In their earlier staff
report ACHD mentioned they wanted it. Also, if this collector will be built, what is happening with the section of it shown
south of the property at 350 Black Cat? Also, there is a section of pathway shown along the frontage (orange) of 350
Black Cat. As you are annexing this property to meet contiguity, are you building that pathway along the frontage?
There should also be a note on the conditions that requires the existing residence (and future development) to abandon
well and septic and connect to city water and sewer.
