February 23, 2022 Meeting Minutes Approved OLD BUSINESS [ACTION ITEMS] 2. Commissioner Spiwak would like to thank the City and Republic Services for their work on testing the compostability of the alternate leaf bags that he presented to SWAC previously in the year. 3. Recap of SWAC’s Annual Report Presentation to City Council (Commissioner Cory): SWAC Chair, Steve Cory, presented to council on March 15th the annual report. Commissioner Cory commented that the Council was much appreciative of the work SWAC members do. Cory wanted to highlight that a few Council Members asked questions about composting. Cory commented that SWAC members are keeping an eye on composting and that Staff members are also working on composting. 4. Recycle a Bike program updates (Commissioner Nelson): Commissioner Nelson met with Renee White from Meridian Parks and Rec and she will help update the City’s webpage that allows residents to register to request a bicycle. SWAC’s Recycle a Bike program will be giving away bikes at Kleiner Park on May 7th from 10am to 2pm. Commissioner Spiwak asked if someone could just bring useable/workable bikes to Solid Waste Advisory Commission Meeting Minutes – Wednesday, March 23, 2022. Page 2 of 3 All Materials presented at public meetings shall become property of the City of Meridian the event to give away. Commissioner Nelson commented that it would be better to bring these bikes straight to the Meridian Transfer Station (MTS) so volunteers can input the bike’s size and description into the website so they can more easily match a person in need of a bike with the correct bike type. On Tuesday afternoons starting April 5th, SWAC members and other volunteers can come by the MTS and help sort and fix bikes. During the May meeting, a signup sheet will be available for SWAC members to sign up for a volunteer time slot. NEW BUSINESS [ACTION ITEMS] 5. Election of Officers: Annual Voting of Chair and Vice Chair (Commissioners): All present SWAC members moved to nominate Steve Cory to continue as SWAC Chair. All present SWAC members moved to nominated Megan Larsen to continue in the vice-chair role. Both nominations passed by acclamation and both Commissioners accepted to continue in their roles. 6. Housekeeping: Meeting Procedures (Staff Schultz and Commissioner Cory): Staff Schultz talked about meeting protocol, such as if SWAC members attend meeting on Zoom to display their full name. In addition, the City does not have a policy that Commissioners must have their video on. It is up to each member to decide what they prefer. City attorney, Bill Nary, did comment that it’s not practical to have the camera on when a member is attending the meeting via their phone. Staff Nary recommended turning the camera on when speaking so public can see who’s talking. Commissioner Cory commented that in order to make sure he addresses everyone who wants to speak, he periodically looks at everyone in the Chambers, and if members are on Zoom to see if they have their camera on or are using the raised hand feature. Staff Schultz suggested members present in the Chambers when speaking to turn on their microphone and speak directly into it. This helps virtual listeners hear the conversation better. Staff Schultz also added that when members would like to talk to address the Chair first and also state their name before making a comment or asking a question. Staff Nary also added that if a SWAC member misses more than half of the yearly regular meetings (more than 5 meetings) then that member will no longer be able to serve on the Commission. All absences count, excused or un-excused. Staff Schultz asked that members email her directly if they plan on missing a meeting or if they decide to attend a meeting remotely. Staff Nary added for the record that SWAC is an advisory commission and that if the public would like to talk to them outside of a scheduled meeting, members are free to do so. In addition, members can encourage the public to bring their ideas to SWAC via emailing members, requesting that an item be placed on the agenda, or coming to a meeting.
