RE: Ten Mile Public Storage Request
On behalf of Public Storage, we are submitting the following Annexation, Rezone and Variance request
for review and approval.
The subject property is located at 4065 North Ten Mile Road in Ada County (Parcel No. S0434141801)
and consists of 4.93 acres. The site contains an existing single-family home and several outbuildings
which will be removed. The property owner also owns the existing self -storage facility to the south.
Across the canal to the south east is the Meridian Wastewater Plant. The Future Land Use Map
designates the site as `Mixed Use Non -Residential' which designates areas where new residential
dwellings are not permitted and includes storage as a sample use. The project is requesting annexation
into the City of Meridian with the zone I-L (Light Industrial District) which is consistent with the adjacent
storage facilities.
Our client intends to construct two conditioned/enclosed single -story storage buildings along a 28' wide
drive -aisle. The project includes 25 total parking spaces on the south side of the building. Vehicular site
access will include one access off Ten Mile Road with a stub to the west property line. The City of
Meridian owns the vehicular access roadway which separates this parcel from the owners existing
storage units to the south. The owner will work with the City to determine the best access treatment for
the roadway.
A variance is requested to reduce the landscape buffer setback to residential uses in the I-L zone from
25' to 0' on the north side of the property (Table 11-2C-3 and 11-4-3-34F). No other variances are
required as the I-L zone consists of mostly 0' setback requirements. The variance is required due to
the constrained shape of the site and the nature of practical site access resulting in an undue hardship
based on site characteristics. All parking will be screened from the residences to the north's view by
the proposed buildings, a perimeter wall and landscaping where possible. This layout was preferred by
the adjacent neighbors in attendance of the neighborhood meeting held on February 16, 2022. Granting
of the variance will not be detrimental to the public health, safety, and welfare.
Agency requirements will be fully met and submitted for your review and comment as the project
continues. Initial meetings indicate that agencies are in alignment and agreement for the proposed
project; however, as additional needs arise, they will be mitigated and incorporated in the project
design. The best engineering, architectural, and constructions practices will be employed and
implemented by the ownership and consultant team.
