RE: Ustick& Eagle Commercial Development Transportation Information
This memorandum provides transportation-related information for the proposed Ustick Road & Eagle Road
commercial development (known as Eagle Crossing) in Meridian, Idaho. The development is located in the
immediate south-west quadrant of the Ustick Road/Eagle Road intersection.The development agreement (DA)
modification proposes to replace two similarly sized multi-tenant commercial buildings with two pad buildings for
the following uses:
■ A 1,245 sq-ft fast food restaurant with drive through
■ A 1,154 sq-ft coffee shop with drive through
The site plan associated with the development agreement modification application is provided as an
attachment to this memorandum.
This memorandum provides transportation-related information associated with the proposed DA modification.
Specifically,the following is included in this memorandum:
■ Trip generation estimates for the two proposed buildings including pass-by trip percentages.
■ A comparison of the trip generation for the proposed DA modification to the currently approved
development.
■ Recent traffic volumes along Ustick Road and Eagle Road in the site vicinity to provide context for the
proposed development trip generation.

DA MODIFICATION TRIP GENERATION
Trip generation estimates for the proposed two buildings shown in the DA modification site plan were developed
based on data from the standard reference manual Trip Generation, 1 Ir" Edition published by the Institute of
Transportation Engineers.Total trip generation estimates and pass-by trip percentages for the two buildings are
summarized in Table 1.

As can be seen from the table, the two proposed buildings are expected to generate a total of 47 net new trip
ends in the weekday AM peak hour and 26 net new trip ends in the weekday PM peak hour.
The existing development agreement currently outlines two similarly sized multi-tenant or commercial buildings
of approximately 7,000 sq-ft each.Table 2 summarizes the anticipated trip generation for these buildings if they
were to develop per the current development agreement.

As can be seen from comparing Tables 1 and 2, the proposed DA modification is expected to generate slightly
more net new AM peak hour trips when compared to the existing DA development (47 net new weekday AM
peak hour trip ends compared to 23 in the existing DA) but the DA modification is also expected to generate

significantly fewer net new PM peak hour trips (26 net new weekday PM peak hour trip ends compared to 62 in
the existing DA).
CONTEXT OF SURROUNDING STREET SYSTEM
When reviewing the changes in trip generation that would result from the proposed DA modification, it is
important to do so in context of existing traffic volumes on the surrounding street system. Recent traffic counts on
Ustick Road,west of Eagle Road,show weekday peak hour traffic volumes of approximately 1,800 (combination
of both directions) in the weekday AM peak hour and 2,200 in the weekday PM peak hour. Recent traffic counts
on Eagle Road, south of Ustick Road, show weekday peak hour traffic volumes of approximately 3,600
(combination of both directions) in the weekday AM peak hour and 4,100 in the weekday PM peak hour.When
comparing these existing traffic volumes to the projected trip generation for the proposed DA modification
development,as outlined above 47 net new trip ends in the weekday AM peak hour and 26 net new trip ends in
the weekday PM peak hour, it can be seen that the trip generation from the proposed DA modification will be
2.6%of the existing weekday AM peak hour traffic volumes and 1.2%of the existing weekday PM peak hour traffic
volumes on Ustick Road. The projected trip generation for the proposed DA modification development will be
1.3%of the existing weekday AM peak hour traffic volumes and 0.6%of the existing weekday PM peak hour traffic
volumes on Eagle Road.As such,it can be concluded that the trip generation of proposed development shown
in the DA modification will have very little impact on operations of the surrounding transportation system.
