There is an issue with the Friendship Sub. development that needs addressed. Though there have been previous
discussions with the developer to relocate the irrigation facilities located on the project site, he needed to obtain
approval and a license agreement along with other requirements, prior to relocation. The developer never received
approval or license agreement and now has relocated the ditch. He has also back filled the original ditch, does the City
require compaction testing for the old ditch? It seems they just pushed stuff in and backfilled.
This will be very problematic as it will load the piped line with sediment through the Birkdale sub, La Mirada/ Hacienda
sub, Paramount sub, Foxtail, Castlebury, Winco, Lochsa, Irvine, and entire line west to approx. Hwy 16.
I tried to provide comment at the 4-5 hearing, unfortunately I was unable to be seen. At this point I have not contacted
the developer to discuss as he knows what was required. This issue need to be addressed immediately as the
development was approved and we will be putting water in the ditches shortly.
Seems the developer should be responsible to clean the entire pipeline and every delivery form Birkdale, west. To be
clear, this ditch feeds the North Slough Lateral, Zinger Lateral, Harrel Lateral and several PI systems
