APPROVAL OF MINUTES [ACTION ITEM]
1. Approved January 26, 2022 Meeting Minutes
STAFF PROGRAM REPORT (Staff Schultz)
2. Quarterly Report- Staff Schultz talked about the July to December 2021 City quarterly
report that focused on household trash and recycling tonnages. Comparing the years 2019,
2020, and 2021 for the months of July-December, the total residential trash tons has varied
depending on the month. However, comparing the years 2019, 2020, and 2021 for the
months of July-December, the total residential recycling tons has slowly increased. Looking
at historical data from July 2018 to December 2021, the amount of trash in pounds per
household is more volatile compared to recycling; which is nearly flat lined. Grass
subscriptions have increased slightly over the years. In 2019, subscriptions were around
300 households and in 2021 they were around 520 households. However, for glass
subscriptions, the numbers from 2019 to 2021 have only slight gone up with an increase in
about 30 new households. Rachele from Republic commented that the Meridian Transfer
Station is very busy and if the recycling tonnage was added into the graph, may bring up the
recycling rate slightly.
3. Staff Year Plan- Staff Schultz outlined two main items that she plans on working on for this
year. Firstly, to work on the City’s solid waste management plan. The plan will include
information on what the City is currently working on, what the City would like to work on,
and how the City will achieve their solid waste goals. Second main item Staff Schultz plans
to work on is community outreach. Would like to focus on squishy water bottle outreach by

creating a story-stroll and a how-to-recycle mailer. The mailer would be mailed to all
households.
4. Public Works Week, June 8th from 4p-7p. Both Staff Schultz and Chair Cory talked about the
event. Both Commissioners Cory and Larsen explained what SWAC and Republic Staff have
done in the past at their booth. For example, they showcased the SWAC programs and had
informational handouts. Staff Schultz and Commissioner Cory asked the Commissioners
what they would like to showcase this year at the booth. Commissioner Larsen is the lead on
the SWAC booth. Commissioners all are in favor of participating in the 2022 Public Works
Week.
5. Trash or Treasure Event, April 30th – May 1st. Staff asked SWAC to help by taking photos
during event and if the members had any outreach outlets that Staff could use to promote
the event. Commissioner Richmond said her HOA would be a good outreach resource.
OLD BUSINESS [ACTION ITEMS]
6. Continue Community Outreach Conversation (Commissioners)- Commissioner Keating
brought up the subject of community composting. Chair Cory suggested that Keating email
Staff about his outreach ideas.
NEW BUSINESS [ACTION ITEMS]
7. Recycle a Bicycle Program (Commissioner Cory)- Commissioner Cory talked about
the City Park’s Unplug and Be Outside event on May 7th and SWAC participating in
the event. Commissioners Keating, Nelson, and Walters will be volunteering at
event. Commissioners voted yes to host a recycle a bike booth at the 2022 event.
Commissioner Nelson will be the liaison on the preparations to join the event.
Commission may need to release funds for bike parts. Timbercreek may also help
out.
8. Compostable Bags- Rachele from Republic commented that the compostable bags
that Commissioner Spiwak brought in a few months back have been tested at
Timbercreek and they are indeed compostable. Therefore, these bags along with the
paper bags can be accepted for use to fill with leaves during fall leaf recycling.
9. Republic Magnets- Both paper bill and E-bill customers should have received their
magnetic calendar.
10. Voting for Chair and Vice-Chair will happen at the March meeting.
