Taylor made motion to approve monthly financial statements; seconded by J. Cavaness-Williams. All ayes REPORTS [ACTION ITEM] Update: Initial Point Gallery Subcommittee 3. Initial Point Gallery Current and Upcoming Exhibit N. Schofield reported that the new gallery exhibit opened last week and will be up for December and January. B. Zahn Griffith (gallery opening reception host) explained who the gallery artists are, and that the displayed pieces are a variety of art mediums, and reported great turnout at the reception (approximately 64 people). N. Schofield reported that Subcommittee is confirming the last few open dates for the gallery calendar and resolving one calendar conflict for 2022. A. Belnap stated she is still working to see if she can switch November 2022 and December 2022 exhibitors and expects to report on this at the next Subcommittee meeting. Update: Events & Outreach Subcommittee L. Mauldin stated Subcommittee will now be meeting the third Thursday of every month at 5pm and the next Subcommittee meeting will be December 16th. L. Mauldin stated she is actively researching bands for the next Concerts on Broadway series and will propose groups at next Subcommittee meeting. L. Mauldin stated that the Subcommittee needs to start looking at dates for Concerts on Broadway and begin band booking process. 4. Christmas in Meridian Ornament Drop, December 11-12 A. Belnap reviewed the 2021 Ornament Drop event and stated that the benefit of collaborating with Special Events in the Meridian Parks and Recreation Department is a far-reaching marketing campaign which advertises the Ornament Drop along with all the Christmas in Meridian activities. L. Mauldin stated future Subcommittee meetings will include discussing through concepts for holiday events. B. Zahn Griffith requested clarification on how ornaments are to be left around Downtown Meridian. A. Belnap stated there is no requirement to leave ornaments in plastic bags but tags are provided to write down the artist’s name, if desired, and that this information is provided on the website. L. Mauldin requested a Christmas parade update from A. Belnap. A. Belnap stated the parade and tree lighting ceremony was the same night as the recent Initial Point Gallery opening reception so after the reception A. Belnap did walk around for a bit. A. Belnap noted the parade was smaller than in previous years but still very successful and well attended. Update: Public Art Subcommittee 5. Meridian Mural Series: Finding Two Remaining Properties J. Peters thanked everyone for coming to the mural dedication in November and stated her appreciation of Mayor Simison’s support of the Commission and more art in Meridian. A. Belnap stated she has sent the Memorandum of Understanding (MOU) to the Meridian Library District and has requested to present at the upcoming Meridian Library District Board Meeting so she can explain what this proposal is and the benefits of the Library District’s participation in Meridian’s Mural Series. A. Belnap stated both parties would sign the MOU at the start of the mural series process to avoid the situation that has occurred with previous two locations dropping out of the process. A. Belnap stated she has not yet reached out to Fred Meyers about participating in Meridian’s Mural Series but will do so and report back at the next Subcommittee meeting. 6. Ten Mile Trailhead Installation: Stephanie Inman Design Adjustments and Contracting A. Belnap confirmed she has been in contact with Stephanie and that she and Emily have been working on the installation task order. A. Belnap stated Stephanie is not able to attend the next Subcommittee meeting but Stephanie will provide a new model and sketches for the Subcommittee to review and provide feedback on. A. Belnap stated she and Stephanie have communicated through email about the Subcommittee’s requested adjustments and Stephanie has provided an explanation of what may or may not be possible due to the budget requirements, and specifically, Stephanie is looking in to the Subcommittee’s request for the piece to have more mass. A. Belnap stated that if the Subcommittee approves the new model and sketches, these will go to the Commission for review and approval in January. A. Belnap stated that once approved by the Commission, the proposal will move to the City Council for review and approval with the hopes that the fabrication process can begin February 1. A. Belnap stated that if the timeline is adhered to based on these approvals, installation should occur in June or July. T. Vannucci requested clarification from A. Belnap on the process if the Subcommittee does not approve Stephanie’s next level of design. A. Belnap stated that if the Subcommittee requests additional major adjustments, A. Belnap recommends pushing the timeline out another month to give Stephanie time to make revisions and re-present her design to the Subcommittee for approval. A. Belnap stated that if the Subcommittee requests additional minor adjustments, A. Belnap recommends allowing Stephanie to make these adjustments and move the final design to the next level of approval which is the January Commission meeting. A. Belnap stated additional scenarios could include both the Subcommittee and Stephanie stopping the entire process altogether and then the Subcommittee would have to go with the second art piece in the Request for Proposal process. A. Belnap reminded the Commission that the install must happen by September 2022. 7. Public Art Plan: Reviewing Draft J. Peters requested that A. Belnap provide an update on the Public Art Plan. A. Belnap stated that she will provide a draft of the pieces of the Public Art Plan that she has collected prior to her departure from the Arts and Culture Coordinator position the first week of January. A. Belnap encouraged the Subcommittee to still host a Saturday workshop to work on the draft Public Art Plan though A. Belnap will not be able to be involved. Initial Point Gallery Current and Future Exhibits 3 Item 1. N. Schofield noted current artists on exhibit are the Plein Aire Painters of Idaho and Katie Miller. J. Peters noted opening reception was small and mostly attended by artists and their family/friends. J. Peters also noted a judge was brought in for the reception and awards were given out. N. Schofield noted next Initial Point Gallery (IPG) exhibit opening reception is November 5. T. Vannucci asked if there was anything the Subcommittee feels could improve promoting each exhibit to increase attendance. N. Schofield stated that Subcommittee has talked about and is trying to figure out ways to make IPG more visible - recently added to Meridian City email newsletter and A. Belnap has worked to cross-post events on MAC and Meridian City Facebook and Instagram pages. N. Schofield also stated Subcommittee looking at possible partnerships with local Downtown Meridian businesses, especially after construction is completed on the newer developments, as a way to increase attendance at IPG opening receptions. N. Schofield noted the Subcommittee is open to suggestions. T. Vannucci stated he will forward ideas to N. Schofield. J. Peters suggested weather-proof signage at intersections on gallery opening nights. N. Schofield suggested a flyer in Downtown Meridian businesses. L. Mauldin suggested using part of the Commission’s budget for outsourcing IPG’s social media campaign to one of the Treasure Valley branding/marketing companies who specialize in social media branding/marketing for the entertainment industry. E. Kane noted that discussion of marketing should be noticed for another meeting as it is not part of this meeting agenda. 4. Update on the Selection of Artists for the Initial Point Gallery Schedule 2022 N. Schofield asked A. Belnap to comment on response from artists for 2022 Calendar of Exhibits. A. Belnap shared document showing for February, March April, May, June, and July exhibits all spaces are confirmed; for August exhibit two spaces still need to be confirmed; for September and October exhibits all space are confirmed; for November two spaces still need to be confirmed; for December two thirds of the of gallery still needs to be confirmed; and one artist has already been confirmed for February 2023. A. Belnap stated she is working on getting out agreements to the artists so City Council can approve. J. Peters commended Subcommittee for great work selecting themes and multiple artists for one exhibit. Events & Outreach Subcommittee [ACTION ITEMS] 5. Recap of Art Week 2021 L. Mauldin noted Art Week went really well though underattended. A. Belnap provided a recap of Art Week activities and noted one thing to work on next year is how to get registrants for free art activities to actually attend though instructors were pleased. A. Belnap noted the Chalk Art Competition had 10 total participants and was probably the most successful part of Art Week. A. Belnap noted that it is worth trying to partner with the Main Street Market again next year but need to 4 Item 1. start earlier on this partnership. A. Belnap noted the Art Sip by the Meridian Arts Foundation highlighted the IPG and had about 15 people visit the IPG. A. Belnap noted the Community Art Party was really successful in lieu of rainy weather the day of the event and had about 500 attendees. A. Belnap noted there is an Art Week Recap document attached to the agenda. J. Peters commented on the unique interactive art, street art, and great symphony performance at the Community Art Party. L. Mauldin gave kudos to the Meridian Parks and Recreation Department for the collaboration in hosting the Community Art Party. 6. Recap of Concerts on Broadway 2021 L. Mauldin noted Concerts on Broadway 2021 went really well and gave kudos to A. Belnap for coordinating the season. L. Mauldin noted that the Subcommittee discussed new marketing techniques for next season and will be moving into phase where they will cast for 2022. L. Mauldin noted Subcommittee had a deep and thorough discussion about the new organized list of duties based on E. Kane’s PowerPoint presentation, and further defined both the Commissioners’ and the Arts and Culture Coordinator’s list of duties. L. Mauldin noted that A. Belnap suggested selecting a designee to choose the Concerts on Broadway bands. L. Mauldin encouraged the Commissioners to submit ideas to the Subcommittee for regional bands. Public Art Subcommittee [ACTION ITEMS] 7. Ten Mile Trailhead Next Steps J. Peters noted Subcommittee is working with the artist to refine the concept and identify the proper location. The Subcommittee has identified some locations and A. Belnap confirmed she is working on generating a task order to confirm the timeline with the artist. A. Belnap anticipates the artist presenting her next draft to the Subcommittee in November. 8. Meridian Mural Series Next Steps J. Peters gave kudos to the Meridian Cycles muralist. A. Belnap noted the official mural unveiling event will be Tuesday, November 2 at 5pm and will include remarks from the Mayor, the property owners, and the muralist and there will be a prosecco cart. A. Belnap noted Commissioners have been emailing her mural location ideas for the mural that was going to be at the Meridian Boise Co-Op so Subcommittee will review and prioritize suggestions at next meeting and then start reaching out to selected properties. A. Belnap confirmed she is still working on a potential third mural at the Unbound Library Branch location. OLD BUSINESS [ACTION ITEMS] 8. Administrative Update: Roles and Responsibilities of the Meridian Arts Commission and the Arts & Culture Coordinator- Follow Up 5 Item 1. Presentation given by E. Kane, Deputy City Attorney (see attachment). J. Peters thanked E. Kane for her presentation and suggested the Committee review and discuss the presentation in Subcommittee meetings. J. Peters asked for clarification about approving presentation recommendations in pieces or if recommendations need to be approved all at once. A. Belnap recommended Commissioners review the recommendations individually; then discuss as a whole in resolution form at the next Commission meeting and suggest amendments, if need be; and then can vote to approve. E. Kane confirmed A. Belnap’s suggested course of action does not need to be voted on and can be an agenda item for the next meeting. NEXT MEETING – TBD A. Belnap confirmed the next meeting is listed on this agenda as “TBD” because the November Commission meeting falls on Veteran’s Day and City Hall will be closed in observance of the holiday. A. Belnap confirmed the only action item for the Commission in November is the operational resolution and the Subcommittees have no major decisions coming up in the next month. J. Peters suggested the Commission skip the November meeting and no one objected. J. Peters confirmed the next Commission meeting will be December 9. ADJOURNMENT L.
