Call to Order:
The Meridian Rural Fire Protection District meeting for February 14, 2022, was called to order at 4:00
p.m. by Commissioner Ward. Roll call was taken.
Attendees: Commissioner Marvin Ward, Commissioner Randy Howell, Commissioner Derrick Shannon,
Councilman Joe Borton, Fire Chief Kris Blume, Deputy Chief Charlie Butterfield, and Attorney John
Fitzgerald.
Approval of the Agenda:
Motion was made and seconded to approve the meeting agenda as presented. Motion approved.
Approval of the minutes:
Motion was made and seconded to approve the minutes from the January 10, 2022, MRFPD meeting. Motion
approved.
Review letter(s) requesting appointment to the vacant Commissioner position, select and swear-in new
Commissioner, if appropriate
One letter of interest from Derrick Shannon was received requesting appointment to the vacant Rural Fire
District Commissioner position. Motion made and seconded to appoint Derrick Shannon as Commissioner
for the Rural Fire Protection District. Mr. Shannon was sworn in as Commissioner.

Motion was made and seconded to approve and pay checks numbered 5413 through 5416 as
presented. Motion approved.
• Current net cash position is currently $4,253,792.05.
• January LGIP Statement was presented for reconciliation and review. US Bank statement has not yet
been received.
• Idaho State Fire Commissioner’s Association Annual Conference is coming up in March if anyone
would like to attend.

• Judy Gerhart sent out the Fire Station Land and Asset listing document today to all the Commissioners.
• Commissioner Howell sent out the W-3 to All American Insurance for ICRMP insurance.
Old Business:
1. Chief Butterfield gave a brief update on the fire station construction progress for the north and south stations.
March 21st is the bid opening date. Ground breaking anticipated for May. The Commissioners may notice
some work on the east side of the property for a temporary access road. A construction company that is
working on the Williams pipeline will be constructing an access road while they work on the pipeline.
New Business:
1. Chief Blume spoke on the Kuna area of impact in the southwest portion of Meridian. Chief Blume
recommends that we start having conversations with Kuna regarding impact fees or cost recovery for fire
protection in those areas.
2. Commissioner Ward stated that Mayor Simison will attend next month’s Rural Fire District to discuss the
financial contribution of the Rural District for fire station 7 personnel.
3. Zwygart and Associates will be at the next meeting to present the fiscal year 2021 audit.
Motion was made and seconded to adjourn the February 14, 2022, meeting of the Meridian Rural Fire Protection
District. Motion approved. The meeting was adjourned at 4:32 p.m.
