CC - Narrative We are submitting this Application (PREAPP-2021-0239) for property located at 3117 E Ustick Road (Wadsworth Meridian Sub – Parcel # R9161790060). This Amendment includes a new Concept Plan, st which has been uploaded with this application. We also met with the Neighbors on December 1, 2021 and held our Pre-App meeting with the City of Meridian in December of 2021. This proposed Concept Plan incudes two buildings along Ustick Road which are significantly smaller than those approved in the existing Development Agreement. Applicant is in the process of recording a Lot Line Adjustment which reduces the previously approved plat with five lot to four lots. This has been done to maintain consistency with the previously approved Concept Plan. Lot 3 now encompasses the former lot 2, creating more than enough space for the corner lot drive thru lanes with extra queuing. This will allow all queuing to stay within their lot. Furthermore, this traffic will exit safely thru the spine lane, which is entirely within our project. This ensures clear and safe traffic flow thru the entire development. We are also proposing a reduction of the building sizes on Lots 1 & 2. Larger multi-tenant buildings are becoming most difficult for several reasons. There simply aren’t tenants in this market to fill a large multi-tenant building on both lots, as the market has dramatically shifted since the original Development Agreement was filed. The “Amazon effect” and COVID-19 has resulted in tenants shifting their business models to meet market demand. We are simply following this trend and meeting what the current market is demanding. Another advantage to the smaller buildings is we are able ensure parking requirements are met and exceeded. Much time, thought and effort has been put into this Concept Plan to ensure the safety, neighborhood, City and market demands are all met or exceeded. We feel this plan has taken into account all of the comments we’ve heard from the neighbors, planning staff and fire department.
