Re: Ada County Highway District—Ustick Maintenance Facility Annexation (H-2021-0029)
Dear Mayor and Council:
This letter is regarding the Ada County Highway District application for annexation and rezone
of property located on the north side of Ustick Road and west of Ten Mile Road. The District
requested a deferral of the application to March 8, 2022, to provide an opportunity to evaluate
future improvements at the site and along the Ustick Road corridor.
The District has reviewed the Conditions of Annexation and has the following comments:
1. The proposed administrative building will be designed to meet the commercial design
standards as outlined in the Meridian Design Guidelines. All other proposed
structures will be designed to industrial standards as is typical within the I-L zone.
The District will install a 35-foot-wide landscape buffer along Ustick Road which
will include a berm/fence combination along with trees, shrubs and turf. This
improvement meets the requirements for adequate landscape buffering along a major
arterial.
2. The District will install detached sidewalk along the project frontage on Ustick Road
and construct the 10-foot-wide multi-use pathway along the Five Mile Creek
frontage, including lighting as requested by the Meridian Pathway Coordinator.
3. A site phasing timeline with trip generation has been provided, which demonstrates
that the projected traffic impact during the construction of the facility will be
insignificant. The document provides a roadmap for the timing of the improvements
on site. ACHD will not agree to any condition that requires the widening of Ustick
Road in conjunction with the approval of the application. Notwithstanding, Ustick
Road improvement is currently programmed to begin in 2024, with completion in
2025. The widening will include two segments, Linder to Ten Mile and Ten Mile to
Black Cat.
4. The District requests that building permits be issued for the on-site improvements
based on the timeline provided. ACHD will construct the planned deceleration
turnout lane prior to any building permit request. ACHD requests the City issue
building permits without additional conditions of approval. In addition, ACHD will
be authorized to construct and obtain a final inspection/occupancy permit for the
decant station so that it may be operated during development of the site. As outlined
in the timeline and site phasing,the decant station will be constructed within calendar
year 2024. The site will also be used for staging equipment and outdoor storage.
The District would appreciate the City's cooperation in taking into account ACHD's plans and
needs in order to make this maintenance facility a reality and providing better service to the
residents of Meridian.
