Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – January 10, 2022 Page 1 of 2 Call to Order: The Meridian Rural Fire Protection District meeting for January 10, 2022, was called to order at 4:00 p.m. by Commissioner Ward. Roll call was taken. Attendees: Commissioner Marvin Ward, Commissioner Randy Howell, Fire Chief Kris Blume, Deputy Chief Charlie Butterfield, Derrick Shannon, and Attorney John Fitzgerald. Also, in attendance by telephone, Councilman Joe Borton Approval of the Agenda: Motion was made and seconded to approve the meeting agenda as presented. Motion approved. Swearing-In of Commissioner Marvin Ward Commissioner Ward was sworn in as Commissioner for the Meridian Rural Fire Protection District, Sub- District 3. Certificate of Election was signed and notarized. Approval of the minutes: Motion was made and seconded to approve the minutes from the December 13, 2021, MRFPD meeting. Motion approved. Treasurer’s Report:  Approve and pay bills as follows:  Check #5410, City of Meridian, $94,455.42, November 2021 A, B, & C Budgets, Inv. #2855  Check #5411, Idaho State Fire Commissioners, $1,000.00, Annual Association Dues  Check #5412, John O. Fitzgerald, II, PC, $866.24, General Legal services for December 2021, Inv. #2022-01 Motion was made and seconded to approve and pay checks numbered 5410 through 5412 as presented. Motion approved.  Current net cash position is currently $4,306,517.34.  November US Bank Statement and December LGIP Statement were presented for reconciliation and review.  Commissioner Howell received a copy of the Linder District Urban Renewal Project. Commissioner Howell has a copy if anyone would like to see it.  Check from the City for $307,589.80 was received and deposited into the MRFPD US Bank account as discussed at last month’s meeting.  The District’s annual audit has been scheduled. Johnson & Johnson Participation for Opioid Settlement - second form was received, signed and returned by Commissioner Howell. This was an additional form that was missed when the first one was signed and mailed in last month. 2. Commissioner Howell had a few comments regarding the discussion last month on the expected time frame for repayment from the City to the District for the Lake Hazel and Overland properties. Commissioner Howell reached out to Stacy Redman in Public Works to inquire how the property is split on the 4-acre parcel at the Lake Hazel property. Currently the fire station is taking up approximately 2 acres. The Commission discussed this property and decided that it is too soon to decide on whether or not the District cares to sell the remaining 2 acres. New Business: 1. Discuss appointment of Meridian Rural Fire District Commissioner for Sub-District 1. John Fitzgerald stated that because the District did not have a successful submission of a candidate for MRFPD sub-district 1, the Commission needs to advertise by way of publication that there is a Commissioner vacancy and that they will be accepting letters for appointment. Motion made and seconded to have the vacancy notice published with the Meridian Press with the deadline of February 10th, 2022, at 5pm to submit a letter requesting appointment. Appointment to take place at the February 14th, 2022 meeting. Motion approved. 2. Chief Butterfield gave a brief update on the Fire Station design/construction process. Motion was made and seconded to adjourn the January 10, 2022, meeting of the Meridian Rural Fire Protection District. Motion approved. The meeting was adjourned at 4:24 p.m.
