CC - NarrativeKimley»>Horn January 10, 2022 City of Meridian Planning Division Community Development 33 E Broadway Ave, Suite 102 Meridian, Idaho 83642 RE: Oakwind Estates Phase 1— Final Plat Application Dear Planning Staff, The Oaks Build to Rent LLC hereby applies for final plat approval of Oakwind Estates Subdivision Phase 1, containing 16.82 acres, with 24 single family residential lots, 91 residential townhome lots, 2 common driveways and 16 common lots. The site is located at 6180 W McMillan Road (parcel number S0428314960). The preliminary plat was approved by Meridian City Council on January 5, 2021. This phase is in conformance with the approved preliminary plat and all conditions of approval, except for two conditions. In the Development Agreement section 5.1.g. its states a recreational amenity shall be provided at the intersection of the north -south site pathway and townhome mews. Due to space, grading, and site continuity considerations, a qualified site amenity has been provided as shown on the Landscape Plan rather than a recreational amenity. Additionally, in the Public Works Department Site Specific Conditions of Approval 1.4 in the City of Meridian staff report, a 2.8% slope is designed from SSMH TL-12 to the first new proposed manhole rather than the 0.04% stated in the staff report. The existing sewer stub from SSMH TL-12 is believed to be at 2.8% slope and the sewer pipe connecting to the stub is designed to match the existing slope in conformance with standard engineering practice. Phase 1 also meets all requirements and provisions of the UDC, except section 11-3H-4.D.1.c.2. regarding staggering the noise abatement wall along McDermott Rd every three hundred (300) linear feet, and was prepared in conformance with acceptable engineering, architectural, and surveying practices and local standards. An Alternative Compliance letter is included with the Final Plat Application describing our proposal for the noise abatement wall. The property was annexed under Ordinance No. 08-004 and rezoned under Ordinance 13-015. The applicant also entered into a Development Agreement, recorded as instrument number 2021-046527.
