RE: Shafer View Terrace Subdivision— FP-2021-0056 Staff Report
Dear Ms. Allen:
Please accept this letter being submitted on behalf of our client, Shafer View North, LLC, as our written response outlining
our concerns with the above referenced staff report.
We would like to propose an alternate option for item B.2 in Section VI of the staff report which states the following:
Applicant shall be required to comply with the "to and through"policy of the city of Meridian. A 12-inch water main must be
constructed from the existing blow-off west of Prevail Way to the eastern right-of way of SH-16. Provide a 20 foot-wide water
easement for future water connection from the west end of E Prairie View Drive west to the proposed water main.
The proposed route of the water main as described above would be through the recently constructed Quartz Creek Street.
Because of the recent construction this road falls within the ACHD 5-year moratorium which requires that any new
construction within the roadway requires replacement of the entire road. In lieu of constructing the"to and through"water
line in the location proposed in the staff report we have coordinated with ACHD and Kyle Radek at the Meridian City
Engineering Department to propose an alternate alignment. The alternate alignment will meet the intent of the"to and
through" policy and will also prevent a new road from being torn up and replaced.
We would propose that item B.2 in Section VI be rewritten as follows:
Applicant shall be required to comply with the "to and through"policy of the city of Meridian. A 12-inch water main must be
constructed from the existing New off westl9f 12-inch water main located at Prevail Way to the eastern right-of way of SH-16
via a route through the Shafer View Terrace subdivision which is acceptable to the Meridian City EngLneerft Department.
Waterline easements shall be ravided to the City o Meridian as required. Provide a 20 foot-wide water easement for future
water connection from the west end of E Prairie View Drive west to the proposed water main.
In summary, we object to item B.2 in Section VI of the staff report, as written, but have worked with the City of Meridian to
find an acceptable alternative that meets the intent of City policy. We are requesting this item be rewritten so that the
alternative waterline alignment can be used. If you have any further questions or comments, please contact me at 208-
