Broadway, Suite 210 - Meridian, Idaho 83642 Meeting Minutes – December 13, 2021 Page 1 of 2 Call to Order: The Meridian Rural Fire Protection District meeting for December 13, 2021, was called to order at 4:00 p.m. by Commissioner Ward. Roll call was taken. Attendees: Commissioner Marvin Ward, Commissioner Randy Howell, Commissioner Derrick Shannon, Fire Chief Kris Blume, Captain Derek Nelson, Battalion Chief Tyler Rountree and Attorney John Fitzgerald Approval of the Agenda: Motion was made and seconded to approve the meeting agenda as presented but with the addition of a discussion under New Business related to the Johnson & Johnson Settlement notification received. Motion approved with the addition. Approval of the minutes: Motion was made and seconded to approve the minutes from the November 8, 2021, MRFPD meeting. Motion approved. Treasurer’s Report: • Approve and pay bills as follows:  Check #5405, City of Meridian, $104,868.14, October 2021 A, B, & C Budgets, Inv. #2854  Check #5406, Fire Code Consultants Northwest, $221.19, Fire Inspection Fees, Inv #MRFD-21- 11  Check #5407, John O. Fitzgerald, II, PC, $866.24, General Legal services for November 2021, Inv. #2021-12  Check #5408, Lawn Co., $1,650.00, for spraying and mowing of weeds for the Watertower property, Invoice #110115  Check #5409, New York Irrigation District, $240.94 for Irrigation Fees for Lake Hazel Property, Acct. #18134 Motion was made and seconded to approve and pay checks numbered 5405 through 5409 as presented. Motion approved. • Current net cash position is currently $4,102,165.93. • October US Bank Statement and November LGIP Statement were presented for reconciliation and review. • Updates to the local government registry were completed. Commissioner Howell asked for direction on whether or not to continue with this membership. Commissioner Ward would like to continue so as to keep the District up to date with State and local government District issues. Dues will be paid at next month’s meeting. Old Business: 1. Continued discussion on the repayment timeline expectations for the Lake Hazel and Overland properties. The City’s Finance Department would like to know the timeline expectation for repayment to the District on these two properties. Discussion followed and it was decided that the District would like repayment to be based on market value at the time of repayment. The District would like the City to determine the payment timeline schedule but would prefer the developed properties such as the Overland property where Station 6 has been built, be paid back as soon as the City is able. The District is in no huge hurry for the undeveloped properties. The District feels that it would be in the City’s best interest to repay the developed properties market value back to the District as soon as possible, as property values are only increasing. The District will let the City take the initiative on the repayment schedule. 2. Approval of the revised meeting dates for 2022. Motion made and seconded to approved the revised meeting dates for calendar year 2022. Meeting dates for 2022 to be posted. 3. Discussion and decision on what the District would like done with the reimbursement from the City of $307,589.80 related to the GPSI funding. Motion made and seconded to have the City issue a refund check to the District for this amount. Motion approved. New Business: 1. Battalion Chief Tyler Rountree (outgoing Local 4627 President) introduced Derek Nelson as the new incoming Local 4627 President as of Jan 1st, 2022. Derek Nelson plans to attend future Rural Fire District meetings when he is available. 2. Johnson and Johnson opioid settlement letter from the State of Idaho Attorney General requesting the District to participate in the settlement case was presented. Counsel feels it would be appropriate to participate. Discussion followed and the Commissioners agreed to participate. Motion made and seconded to join in the settlement in accordance with the Attorney General’s letter dated November 9th, 2021 and that Randy Howell as the Treasurer is hereby directed to complete the form and given the authority to sign it on behalf of the District. Motion was made and seconded to adjourn the December 13, 2021, meeting of the Meridian Rural Fire Protection District. Motion approved. The meeting was adjourned at 4:24 p.m.
