Adoption of the Agenda
Prior to the motion to adopt, Chairman Steed requested that item 8 (ACHD-CICAC) be
removed from the agenda as the City Attorney's office and ACHD are in discussion on the
topic. The topic will be postponed until the December meeting.
A motion by Commissioner Lancaster to adopt the amended agenda was made; second by
Commissioner Lewis — all ayes — motion passed.
1. Approval of October 4t", 2021 meeting minutes
Chairman Steed called for any corrections, comments or needed changes to the October 4th
Meeting Minutes. Commissioner Lancaster noted the needed changes to the Roll Call section to
reflect the he and Commissioner Lewis along with Sgt. Frasier were not in attendance.
Additionally, Commissioner LeClaire and Commissioner Shoemaker were in attendance via
ZOOM.
Chairman Steed also noted that on page 3 under Staff Communications that he as well as
Councilman Cavener provided commentary on the Compass School traffic item.
Commissioner Ballard made a general inquire to City Counsel regarding outside research and/or
discussion that is brought to the Commission and if there is any conflict as it relates to the public
record. Ted Baird responded, but his audible response was not captured through the zoom
recording. No other discussion took place and a motion was made by Commissioner Hopkins to
adopt the October 41h minutes as amended; second by Commissioner Ballard — all ayes- motion
passed.
Prior to continuing with Old Business Chairman Steed requested of the Commission to move up
item 4 under New Business and the introduction of Sgt. Dance as the Commission's new Police
Liaison representative.
Chairman Steed acknowledged, newly promoted, Lt. Frasier and asked him to introduce Sgt.
Dance. Sgt. Dance provided a brief introduction of himself.
Old Business Items
2. Transportation Projects Update (M. Carson)
Ms. Carson addressed the Commission and noted that new items are in bold. Ms. Carson will
highlight a few of the notable items and stand for questions at the end.
Ms. Carson began with the ACHD IFYWP and noted that the public partner comments period is
open right now. Comments can be submitted directly to ACHD through the link in the packet
pir�...aclhdiidalho4oir or the Commission may choose to submit their recommended
comments to City Council for submission to ACHD. The revised draft was provided to Ms.
Carson earlier today. Ms. Carson opened the revised draft that was adopted at the ACHD
meeting September 23rd and highlighted some of the changes in that document. Items in red were
bumped out further, items in blue were moved forward and there were 2 items removed from
programming. The most notable change was the Eagle to Overland item that was removed from
programming altogether. Ms. Carson will forward the spreadsheet to the Commission after the
meeting. Ms. Carson asked the Commission to review the updated draft and if there are any
concerns to open discussion to formulate the comments the Commission wants to send to City
Council, for an official position to be sent to ACHD. It's Ms. Carson's understanding that the
revisions were due to budgetary shortfalls. Discussion was opened and had. Chairman Steed
requested that the Commission have time to study the document and then provide comments.
The Commission has until November 15th to submit comments directly to ACHD or send their
comments to Miranda, so they can be compiled and sent to ACHD, by the 15th
It was suggested that the subcommittee review the revised ACHD draft and formulate a synopsis
to send to the Transportation Commission and/or City Council. Due to noticing requirements
the earliest the subcommittee could meet would be between November 8th — I oth. If any
Commissioners would like to send comments to the subcommittee, those should first be sent to
Ms. Carson who will compile them and send to the subcommittee. Ms. Carson will notify the full
Commission on the date of the subcommittee meeting and work back from that date to get any
comments from the full Commission, to forward to the subcommittee prior to their meeting. In
the interest of time, the subcommittee Chair Commissioner Smith has sent an invite to the
subcommittee members.
Ms. Carson continued with the next item on the Transportation Projects update of the Linder
Road overpass. The RFQ for design is open and responses are being accepted.
On Page 8, Ms. Carson highlighted the Ten Mile Road, Victory to Overland and Ten Mile/Victory
Roundabout is going through a redesign for one-way bike facilities behind the back of curb.
On the bottom of page 9 Ms. Carson noted the Ustick, Ten Mile to Linder project and that center
medians are being planned as part of the project.
Ms. Carson concluded by noting the Amity Rd and Locust Grove Rd Signal, which ACHD was
planning to construct an interim solution is now back on with a full ultimate design of both a
roundabout and signal. In addition, sidewalks or a planned pathway feature will connect to Mary
McPherson Elementary.
Ms. Carson stood for questions, none took place.
New Business Items
3. Valley Regional Transit Service Update (A. Taysom)
Ms. Taysom presented instead of Mr. Hunt. Ms. Taysom reviewed the FY2021 Ridership
numbers in 3 areas:
• Fixed Route Ridership
• Harvest Transit
• VA Shuttle
Ms. Taysom began by sharing her presentation online and then reviewed the data starting with
the Fixed Route Ridership program and the results from 2021. Currently there are 3 existing
fixed routes.
• 30 Pine (which has been delayed due to Covid)
• 40 Nampa Express
• 42 Happy Day Transit Center to Towne Square Mall.
Ridership has increased in the month of September, with an overall increase of 14%. Routes 40
& 42 collectively have increase 23% with a 20% of the stops being Meridian stops. Ridership is
being closely monitored to determine the new launch date for 30 Pine. There was a decrease in
ridership between FY20 and FY21, attributable to the Covid pandemic.
VRT also has 3 specialized services
• Harvest Transit — increased ridership with a total of
• Meridian VA Shuttle
• Rides 2 Wellness
Ms. Taysom reviewed the 3 specialized service route ridership information and shared relative
commentary on those programs. There has been a slight increase in VRT ridership from FY20
to FY2. The Meridian VA Shuttle service launched in May of 2021 and year to date have had 66
total trips. Ridership is being monitored closely for all programs to determine long-term
growth.
Ms. Taysom concluded her presentation and stood for questions, which took place.
Commissioner Ballard inquired about long-term plans for bringing on new equipment and
Chairman Steed inquired about what advertising efforts are occurring for the VA Shuttle
service.
4. Introduction of New Traffic Sergeant (Chairman Steed)
Moved up to before Old Business to allow Lt. Frasier to depart as needed.
S. Meridian Police Department — (Sgt. J. Dance)
Item skipped as introduction took place prior to Old Business and the Sergeant was called
away.
6. Chinden Access West of Hwy 16 (M. Carson)
Ms. Carson directed the Commission's attention to the memo on page 16 of the packet. Ms.
Carson provided a high-level summary of that memo and ITD's request for input regarding
access to Chinden west of Hwy-16.
Ms. Carson asked the Commission to provide a collective opinion that could be provided to
City Council on behalf the City.
Chairman Steed opened the topic for discussion. Commissioner Ballard provided feedback but
the audio did not clearly capture his comments. Commissioner Lancaster also provided input
and suggested any opinion provided should be consistent with the Administrative Code (that
governs access points along highways, as this is a two mile stretch from a coast to coast
highway), as well as adhering to the access spacing in the ITD corridor plan for Chinden. Both
Commissioner Hopkins and Commissioner Lewis provided comments, regarding the current
state of '/2 mile signalized markers and that being consistent with the ITD corridor plan for an
urban area.
Commissioner Lewis made the motion that '/2 mile signalized markers are appropriate for the
City of Meridian on Chinden West of Hwy 16; second by Commissioner Hopkins. Discussion
occurred and Commissioner Lewis amended his motion to state that the signalized %2 mile
markers are appropriate and should be at collector streets. The call for a vote by Chairman
Steed — all ayes — motion approved.
7. Staff Communications (M. Carson)
Ms. Carson noted that she would highlight a few of the items included in the Staff Communication
Memo which begins on page 17.
Ms. Carson began by noting an update on the COMPASS Charter School and the discussion that
took place last month regarding the addition of a left turn lane on Black Cat into COMPASS
Charter School. ACHD will not be adding a left turn lane at this time. The decision was made
that the addition of a left turn lane would need to be part of the future widening project for Black
Cat Road.
On pg. 19 towards the bottom of the page Ms. Carson noted a discussion she and Chairman
Steed had about Transportation Improvements as part of a Development project. These
Developer roadway items are not part of the ACHD webpage as they are not managed by ACHD,
rather they are managed through the development process. After their discussion it was agreed
that a running list of projects required by new developments may be a good task for the
Development Review subcommittee to maintain.
Ms. Carson stood for questions and Chairman Steed opened the floor for discussion on the Staff
Communication topics, which took place. Ms. Carson suggested that the Development
Application subcommittee meet and she will provide a brief tutorial on how to find the
information on roadway projects constructed through the development process by using the
online resources available to the public.
8. ACHD Capital Investment Citizen Advisory Committee (W. Steed)
Item vacated from the agenda. To be discussed at a future meeting.
9. January Meeting Date (W. Steed)
Chairman Steed opened the discussion and solicited feedback on continuing the regularly
scheduled January 3rd, 2022 meeting. The Commission and staff confirmed that the January 3rd
date would work.
Prior to further discussion Ms. Carson wanted to highlight one other item from the Staff
Communications update, and directed the Commission's attention to page 36 and the open
comment period for the TIP amendment regarding the auxiliary lane on 1-84. Any comments can
be submitted directly to COMPASS, Ms. Tisdale or Ms. Carson.
Additionally, Commissioner LeClaire proposed that the Development Review Subcommittee
meet on Dec 6`h at 2:30pm prior to the regular Transportation Commission meeting.
Chairman Steed opened the topic of Future Meeting Topics and asked for any needed edits. The
CICAC Volunteer will be added to the December meeting along with an update from the
Development Review Subcommittee.

Topic: Transportation Projects Update
Below is a summary/update on some of the transportation and roadway projects City Staff has
been involved with recently. This is not an exhaustive list, but rather highlights some of the more
important activities that have recently transpired (or are about to occur) in the transportation
realm. Staff will be at the meeting to discuss some of these topics in more detail. Please feel
free to contact staff should you have any comments, concerns, or questions on any of these
projects. New information is in bold.
KEYACHD PROJECTS:
ACHD Integrated Five -Year Work Program: The 2022-2026 Initial Draft of the Integrated Five -
Year Work Plan (IFYWP) is in the process of being revised due to funding availability in the
Fiscal Year 2022 Adopted Budget. At the December 1st Work Session, the the ACHD
Commission will review public outreach results. The City of Meridian response letter is

Linder, Overland to Franklin: The RFQ for design is closed, and consultants are being
evaluated for selection. Design is estimated to begin in February 2022 and run for 18
months. An interagency agreement between ACHD, ITD and the City is being drafted. Widen
Linder Rd to 5 lanes with a bicycle and pedestrian facility from Overland Rd to Franklin Rd.
Project includes a new 1-84 overpass.

Eagle Road, Amity to Victory and roundabout at Amity: Minor punch list remaining. Widen
Eagle to 5 lanes with curb, gutter, multi -use pathways. Includes a 2-lane roundabout with a slip
lane at the northwest corner at Amity for southbound traffic turning west. Here is the project

McMillan/Black Cat Intersection: Signalize and expand the McMillan Road and Black Cat Road
Intersection to a 3x3 configuration. Pedestrian facilities will be added at the intersection in the
form of ADA-compliant ramps and signal infrastructure; no additional sidewalk will be
constructed beyond what is needed for the pedestrian ramps. The new traffic signal at the
intersection will accommodate the 3x3 configuration with flashing yellow arrow capability for the
left -turn movements if desired. This project is currently programmed for ROW in FY 2021 and
construction in FY 2022.
Locust Grove Road, Victory to Overland: Widen Locust Grove to 5 lanes with curb, gutter, multi-
use pathway (with no bike lanes) and at -grade side street crossings. ACHD does not plan to
include recessed crossings in this design. The hawk signal will be moved from just south of
Mastiff to north of Mastiff, between Mastiff and Puffin; despite City staff request, there is not a
pedestrian refuge island currently planned. Additional ROW acquisition due to design changes
is now anticipated through FY 2022, and construction is anticipated FY2022. Here is the project

Victory/Locust Grove Roundabout: ROW will now continue through FY 2022 and Construction
will be in FY2023. Construct a multi -lane roundabout. Projects includes replacement/widening
of bridge #2116 over the Tenmile Creek on Victory Rd and connection on the north end of a

Ten Mile Road, Victory to Overland and Ten Mile/Victory Roundabout: Construction scheduled
to begin January 2022. Widen Ten Mile to 5-lanes with curb, gutter, center medians, pedestrian
facilities (with recessed side street crossings), and one-way bike facilities behind the back of

Eagle Road, Lake Hazel to Amity: Design is planned to be complete by summer 2022. A
landscape planting plan is being created for the basin adjacent to this project. Design concept
includes center medians; City Council opted not to request the center medians be landscaped
on this project. Construction may be delayed to 2024. Widen Eagle to 5 lanes with curb, gutter,
sidewalk and a multi -use pathway. Includes a multi -lane roundabout at Eagle Rd and Taconic
Dr. ROW is programmed in FY 2022. Construction is planned for 2023 in the adopted IFYWP

Lake Hazel and Eagle Signal: The design includes significant grade changes of the existing
intersection and will integrate large retaining walls. Right-of-way is scheduled for 2021-2022.
Construction will be delayed to 2024. Widen and signalize intersection to 4/5 lanes on Eagle and
3/4 lanes on Lake Hazel with multiuse pathway connections. Here is a link to the project

Fairview, Locust Grove to Eagle & Locust Grove Signal: Bike lane treatment is an ongoing
discussion. ACHD has a consultant that will be providing recommendations for how to handle
bike crossings. Bike lane is planned to be separated and elevated from the vehicle travel lanes.
ACHD is planning to replace existing walks, to address ADA issues, but keep detached where
possible in same locations to the degree possible. A Z-crossing just west of Fairview/Webb is
being considered. Widen intersection to 9 lanes on Fairview and 7 lanes on Locust Grove. Widen
Fairview to 7 lanes with curb, gutter, sidewalk and Level 3 bike facility. Design in 2020-2021 and
right-of-way acquisition in 2021-22. Construction may be delayed to 2024. Here is a link to the

Ustick, Ten Mile to Linder: Concept work continues with the design team. Likely significant
impacts to landscape buffers on south side of the street, and a retaining wall necessary along
Five Mile Creek. ACHD tentatively looking at two pedestrian crossings. Design will include
multiuse pathways with 4-foot minimum buffer. No sidewalk/pathways along Five Mile creek
where retaining wall to be located; connection will rely on City pathway on north side of creek.
Widen Ustick Rd to 5 lanes with curb, gutter, center medians, and multi -use pathway from Ten
Mile Rd to Linder Rd. Construction is planned for 2025. Here is a link to the project website:

Ustick, Ten Mile to Black Cat: Widen to 5-lanes with center medians, and reconstruct
Ustick & Black Cat Intersection. Initial approach for intersection is a roundabout.
Signalized crossing at Naomi (location of new ACHD yard, south of wastewater facility).
Design in 2023, ROW in 2023-2024, and construction in 2025.
Amity Rd and Locust Grove Rd Signal: Design kick off began on the ultimate configuration
October 20th. ACHD is considering both a roundabout and a signal. The full scope is not yet
determined, but the project will include sidewalks or a pathway to Mary McPherson Elementary.
The interim project was terminated by ACHD. Instead a more final full overhaul of the intersection
under a larger project will likely be constructed in FY24 or FY25.

Lake Hazel Road, Eagle to Cloverdale: Widen Lake Hazel Rd to five 11, lanes with curb gutter
and 10' to 14' detached multiuse path on both sides, narrowing the path as necessary to avoid
obstructions in accordance with the completed scoping sketch. Install a retaining wall on the
north side on front of existing development. Relocate the existing utility poles into the buffer
between the roadway and the multi -use path. Bridge improvement included to remove and
replace the existing bridge over the Ten Mile Creek. Design will begin November 2022.
Construction is planned for 2026.

Eagle Road Signal Improvements: Installation of detection equipment was completed the
end of October. The traffic signal controllers will be replaced by ACHD staff; that has to
be completed before the new software system can start collecting data. Evaluation won't
begin for several more months (after data is collected).
2021 Residential Capital Maintenance Protect: ACHD's objective with maintenance projects has
expanded outside pavement rehabilitation and now aiming for complete streets. The project is

currently in the design phase, and construction is planned for the spring/summer of 2022. The
City has requested the segments include a travel lane in each direction, on -street parking parallel
to a curb with gutter and sidewalk. The project includes the following segments: 5th, Franklin to
Bower; 4th, Broadway to State; State Ave, Meridian to E End; Bower, Main to East End; 4th,
Washington to North End; 5th, State to N End; 2nd, Idaho to State Ave
FY22 Arterial & Collector Capital Maintenance: 95% design was distributed to the project team.
The two Meridian roadway segments are Victory Rd, Black Cat Rd To Ten Mile Rd & Amity Rd,
Meridian Rd to Locust Grove Rd.
ITD PROJECTS
ChindenWest Corridor: This project will result in 4 travel lanes (two in each direction). Widening
will take place to the south of the existing alignment and be constructed to accommodate future
widening to 6 travel lanes (three in each direction) with high capacity intersections at roads with
river crossings. Project website:
ID-16 to Linder: This section of the project is complete.
Locust Grove Road to Eagle Road: This section of the project is complete.
Linder Road to Locust Grove Road: All four lanes from Linder to Meridian are open. Motorists
can expect periodic lane closures throughout the summer as crews continue work in the
intersections and adjacent to the roadway. All remaining work will take place during off peak
hours. Periodic flagger control at intersections is also anticipated in the evenings to complete
stripping and landscaping. Locust Grove Road to Meridian is in the property acquisition
negotiation phase. Construction is anticipated in 2022. All parties are committed to completing
this work as soon as possible to achieve four uninterrupted lanes of traffic, two -in -each -
direction, from Eagle to State Highway 16.
Star Road to ID-16: Construction is planned for 2023.

Idaho Highway 16 extension, U.S. 20/26 to 1-84: This will include the first portion of the
interchange at 1-84; at grade intersections at Franklin, Ustick, and US-20/26; bridges over
Cherry Lane and McMillan Road with no connections; bridges over the railroad, 10 Mile Creek,
5 Mile Creek; pedestrian bridge over 5 Mile Creek east of McDermott Road; and a few
improvements to the local roads on Franklin, Ustick, and McDermott. Design and ROW are in
process. Construction of is expected to begin in 2022 and take 2-3 years. At this point, it is too
early to know the location where ITD will begin construction; likely the 2 ends will be

SH-69, Kuna to Meridian Traffic Study: ITD is currently reviewing typical cross -sections and a
drainage report is being developed that will determine typical cross-section widths. ITD is
studying options to improve safety, mobility and access on Idaho 69 between Kuna and Meridian.
The current concept includes continuous flow intersections, median U-turn intersections,

There is currently no funding identified in ITD's seven-year budget for the SH-69 improvements.

Rail with Trail: In the fall of 2012, the City applied for an $85,000 grant to study the Rail with Trail
(RWT) pathway crossing of streets (7 crossings; Black Cat to Locust Grove). Currently, there
are funds for pathway construction in the Regional Transportation Improvement Plan (TIP) in
2022.
Nine Mile Creek, Linder to Meridian: The path is proposed to run from Linder to Meridian along
the Nine Mile Creek drain just north of the railroad. City Parks Department is working with a
consultant to negotiate easements for four (4) parcels from Linder to 8t" St. The City currently
has obtained all but one required easement from 8th to 3rd. We are currently pursuing acquisition
of easements from 8th Street west to Linder, and from 3rd Street to Meridian Road as a future
phase of this project.
Five Mile Creek Pathway: The City applied for a COMPASS grant to design and construct a
portion of the Five Mile Creek pathway near the Wastewater Resource Recovery Center
(WWRRC). The City informed COMPASS that we will pursue completion of this project with local
funds instead of Federal. There has been purchase and development action on the properties
north of Five Mile Creek, west of the WWRRC. Additionally, ACHD has purchased a parcel to
the south of the WWRRC. It appears that the bulk of this pathway will be constructed by these
new owners as a condition of development. The City plans to invest in pedestrian crossings of
the Nine Mile and Five Mile Drains to skirt the WWRRC and achieve continuity with existing
McNelis Pathway along the Five Mile Drain.
South Meridian Neighborhood Bicycle & Pedestrian Plan: The plan was adopted by the ACHD
Commission October 27t". Scoping began on the 5 sub projects. Two projects are on Locust
Grove Rd: Palermo Dr pedestrian crossing and bridge #1207 just south of Victory. Three projects
are improvements along Stoddard Road, Victory to Overland. Design is planned for 2022, and
construction is not yet programmed. ACHD and several partners including the City coordinated
to develop a plan to help improve walking and bicycling routes in South Meridian neighborhoods.

Valley Regional Transit: The Harvest Lifestyle service has been operating since December 2016;
the service is operated by Harvest Church in partnership with VRT. The Veterans Shuttle service
for Meridian Veterans to schedule rides to the VA Medical Center in Boise launched May 2021.
A new route from the Ten Mile Interchange area through downtown to The Village will launch in

Eagle Road Bike/Ped Project Development: COMPASS has contracted with Keller Associates
to further develop a bicycle and pedestrian plan for the corridor. The boundaries of the project
are Overland and Chinden.
Shared Vehicles: The City does not currently have an RFP out. Meridian Downtown Business
Association (MDBA) will monitor the climate and recommend back to the City when they believe
micro mobility is appropriate.

Work Plan (IFYWII) provided in early November. Our comments Continue to reflect the City's position in
February, 2021 and we may provide addendum comments prior to the ACHE) public hearing in Decernber
as our Council has not yet had a chance to review this topic due to the shortened comment period.
As you know, our top priority is the development of the Under Road Overpass. With direct funding of $2.5
million from the City, a Federal infraSITUCUH-e bill that will provide more than $2 billion for federal highway
apportioned programs and bridge projects in Idaho, and an RFQ for the design of Linder overpass nearly
complete, we continue to ask ACIID to identify this a top priority project, including identifying 2022 as the
target design completion year.
To assist in the advancement of the Linder Road Overpass and to accommodate the transportation needs
that already exist within the City limits, we continue to support delay of improvements to the Ten Mile
Road corridor, south of Victory Road. We appreciate ACHD's willingness to continue to work with the
State to explore creative funding Solutions and move this project forward through design so that it is shovel
ready as quickly as possible, We also continue to highlight the importance of including programming for
local road and intersection projects, including Lake Hazel Road, Locust Grove to Eagle Road and the
intersection of Eagle and Overland.

Below are summaries of relevant correspondences received by City Staff since the last TC meeting.
Accessible Parking in Downtown Meridian
The City received an inquiry from Senator Lori Den Hartog regarding availability of accessible
parking in Downton Meridian. I provided the following clarification:
I am coordinating with ACHD and MDC to determine next steps on reviewing the
availability of accessible parking downtown.
I did receive information from Emily Kane on parking code. Idaho Code section 49-410(7)
speaks to this issue: "Any motor vehicle displaying special license plates for a person with a
disability, without regard to the state of residence or displaying the special placard
provided in subsections (4) and (8) of this section, shall be allowed to park for unlimited
periods of time in parking zones or areas which are otherwise restricted as to the length of
time parking is permitted, to park in spaces and zones designated for persons with a
disability, and to park in any public parking space with metered parking without being
required to pay any parking meter fee." If a person has a disabled parking placard, that
person can park in any spot and not get a ticket - even a spot that would otherwise has a

A motor vehicle displaying a special license plate or placard issued by Idaho or any
other state for a person with a disability is subject to all Idaho motor vehicle laws
and is granted the following privileges when the person with the disability is

2. Authorization to park for unlimited periods of time in parking zones or areas
which are otherwise restricted as to the length of time parking is permitted.
Meridian Code Enforcement is aware of this provision. They will not issue a ticket if the

The Idaho Transportation Department (ITD) is beginning construction on a project to widen SH-
55 (Eagle Road) between Franklin Road and Ustick Road in Meridian. The project will increase
mobility by adding a third southbound lane along this 1.6-mile segment.
Construction will begin this week and is expected to be complete in Fall 2022. Work will occur
primarily at night in order to minimize traffic impacts. Nightly work will conclude each day before
the morning commute begins. During the nighttime construction, speed limits will be reduced,
flaggers may be directing travelers to stop, and lanes may be reduced. During the day, two
southbound travel lanes will remain open to traffic.
This project is funded through a Sales Tax Anticipation Revenue (STAR) agreement with the
development at the northwest corner of SH-55 and Fairview Avenue. The STAR agreement
allows the developer to pay for the roadway improvements now, and be reimbursed later via
sales tax revenue generated by the development. This southbound widening is the third and
final phase of the original STAR agreement to expand Eagle Road to accommodate economic
and population growth in the area.

and applying for grants, throughout FY2022.
• NARC Board of Directors. Approved the appointment of Ada County Highway District Commissioner
Mary May to fulfill the remainder of Mayor Garret Nancolas' term representing COMPASS on the
National Association of Regional Councils (NARC) Board of Directors and approved Commissioner
May to run for a full term in the next NARC Board election in June 2022.

The City would like to comment on the TIP amendment in support for evaluating the
addition of an auxiliary lane on I-84, Meridian Road to Eagle Road. The Eagle/Overland
intersection and surrounding area has been on our radar as a bottle neck of traffic
congestion. The City is supportive of efforts that improve traffic in that area.

Eagle Road from 1-84 to Idaho 44.
Approximately 49,000 vehicles travel on Eagle Road
each day. Resurfacing the roadway will help
preserve the pavement into the future.

deteriorated due to increased traffic.
A portion of the existing pavement will be milled off
(removed) and replaced with new pavement.
